During the subsequent normalized prevention and control period, the parking fee will be discounted.

  In order to encourage car owners to consciously abide by Shanghai's epidemic prevention regulations and appropriately reduce the financial burden of car owners, during the current round of epidemic prevention and control and the subsequent normalized prevention and control period, car owners have been parked in road parking lots and public parking lots (garages) due to temporary closure and control. In the case of social vehicles unable to leave in time, Shanghai has researched and promulgated a parking fee reduction and exemption policy.

Free parking during this round of city-wide lockdown

  (1) Scope of exemption

  The exemption scope includes all toll road parking lots and state-owned public parking lots (garages) in Shanghai.

Encourage non-state-owned public parking lots (garages) to refer to the implementation. 

  (2) Time limit for exemption

  For the first batch of closed and controlled areas (Pudong, Fengxian, Jinshan, Chongming, Pujin Street and Pujiang Town in Minhang District, and Yexie, Maogang, Xinbang, and Shihudang Town in Songjiang District) from March 28, 2022, Until the end of the owner's closed management and the road is open to vehicle traffic.

  For other areas, from April 1, 2022, until the end of vehicle owner closure management and the road is open to vehicle traffic.

  The date when the closure ends and the road is opened for vehicular traffic is subject to the official announcement, with the later of the two as the waiver deadline.

  For car owners who are unable to leave in time due to closed management before the starting point of the above-mentioned exemption time limit, they can apply for exemption of corresponding parking fees with a valid closed management certificate.

  (3) Objects exempted

  Vehicles that have been parked in the relevant parking lots (garages) before the area is closed for management, but cannot be driven away due to objective reasons such as vehicle owner closures and road bans.

The entry and exit time of vehicles is subject to the records of the electronic toll collection system.

  (4) Exemption method

  For vehicles that meet the exemption conditions within the prescribed exemption time limit, the vehicle will be released after being exempted from the corresponding parking fee in the electronic toll collection system by adopting the method of "exemption and enjoyment" (exemption of application and enjoyment).

  For car owners who are unable to leave in time due to closed management before the starting point of the specified exemption time limit, if they apply for a reduction or exemption of parking fees, the corresponding parking fees will be waived and released after verification.

Parking fees will be discounted during the subsequent normalized prevention and control period

  (1) Preferential charges for toll road parking lots

  During the period of vehicle detention, daily charging is implemented. The charging standard is based on the different areas such as vehicles parked in key areas within the inner ring, other areas within the inner ring, and between the inner and outer rings (including towns outside the outer ring). 10 yuan / day, 6 yuan / day preferential price.

  Specifically, the owner shall apply for a discount with a valid closed management certificate. After verification by the relevant road parking lot manager, the settlement shall be made according to the actual parking days (natural days) in accordance with the above charging standards.

  (2) Preferential charges for state-owned public parking lots (garages)

  If the parking lot (depot) originally implemented charging by time, it will be charged on a daily basis during the stay of the vehicle.

  Specifically, the owner of the vehicle shall apply for a reduction or exemption with a valid closed management certificate. After verification by the relevant state-owned public parking lot (garage) operator, the two parties shall negotiate and determine the specific charging price according to the above preferential charging principles and the actual situation, based on the actual parking days. (natural day) for settlement.

If the vehicle owner and the relevant state-owned public parking lot (garage) operator have agreed to implement a more favorable charging price in the early stage, the original agreement shall be implemented.
