　　The 48-year-old public Yan Chun has been engaged in grass-roots legal consulting services. In January 2011, he worked in the "People's Mediation Committee for Road Traffic Accidents in Haigang District, Qinhuangdao City".

On January 18, 2019, the Qinhuangdao Haigang District People's Mediator Association was officially established, and Gong Yanchun was elected as the president of the association.

Gong Yanchun, who has worked in the front line of people's mediation for 11 years, has participated in more than 1,500 cases of mediation of conflicts and disputes, and the fulfillment rate of successful mediation cases is 100%.

According to Gong Yanchun's recollection, in August 2015, there was a traffic compensation dispute caused by a car accident. The injured family members did not approve the compensation plan and were very emotional.

Gong Yanchun began to communicate with both parties at 9:00 in the morning and would not get off work until 10:00 in the evening. After many times of communication, the two parties reached a mediation agreement.

After the traffic accident dispute was successfully resolved, Gong Yanchun realized that he had not had a sip of hot water or a sip of hot rice for several days, his mouth was covered with blisters, and his throat had become very inflamed.

　　Gong Yanchun is very fond of learning. In his spare time, he "recharges" himself and studies laws and regulations.

On her desk, there are various types of law books, and she will read and study whenever she has time.

Gong Yanchun said that people's mediation work is inseparable from the foundation of the law. Only by studying the law seriously can we find a standard in people's mediation work.

　　As an experienced mediator, Gong Yanchun has his own set of "three-character" mediation work methods: First, he uses "public" to teach the law. In the mediation of traffic accidents, mediation should be carried out strictly according to the law, so that the mediation procedure is legal and the compensation standard is open. Transparency; second, communicate with "reasons", communicate with the parties in the language most acceptable to the public, and be patient and patient; third, use "feelings" to warm the heart, while mediating in accordance with the law, adhere to humanization and combine the actual situation of the parties. 　　"People's mediation needs to be emotional and emotional." Gong Yanchun said that in April 2021, there was a traffic accident where two vehicles collided near a village in Qinhuangdao City, causing one party, Song, to die on the spot.

The family of the deceased was emotional, and it was difficult for the two sides to reach an agreement on the amount of compensation.

In the face of the stalemate, Gong Yanchun visited dozens of times, patiently analyzed the terms of the claim to the family of the deceased, explained the legal knowledge, moved with emotion, and understood the reason.

The victim's family gradually calmed down and agreed to continue communication. In the end, the two sides reached a mediation agreement and the dispute was resolved.

　　During the 11 years of mediation work, Public Service Yan Chun provided free legal advice to the masses for more than 10,000 person-times, and provided legal aid to the poor and vulnerable groups for more than 500 person-times.

In December 2020, Gong Yanchun was named "National Model People's Mediator" by the Ministry of Justice.

　　Today, Qinhuangdao Haigang District People's Mediators Association has formed four directly affiliated institutions including Qinhuangdao Haigang District Traffic Accident Mediation Committee, Pre-litigation Dispute Mediation Committee, Prosecution-related Mediation Committee, and Campus Mediation Committee, as well as 19 townships and sub-districts. Organizational structure, with more than 2,000 people participating in mediation.

Since its establishment, the association has successfully resolved more than 2,500 conflicts and disputes every year.
