Three years ago, in a trial in which the city of Nagoya refused to pay a part of the contribution over the exhibition on the theme of "inconvenience of expression" at the international art festival "Aichi Triennale", the Nagoya district The court ordered the city to pay an unpaid contribution of more than 33 million yen.

The international art festival "Aichi Triennale" held in the first year of Reiwa has a corner displaying a girl statue symbolizing the comfort women issue and a collage of Emperor Showa under the theme of "inconvenience of expression". The exhibition was temporarily canceled due to a series of notices of terrorism.

At the KENPOKU ART 2016, Governor Omura of Aichi Prefecture served as the chairman of the executive committee, and Mayor Kawamura of Nagoya City acted as the chairman. Although it was assumed that a serious situation would occur in terms of crisis management, the mayor of Kawamura was not informed of the contents of the exhibition, and Governor Omura decided to suspend or resume the exhibition at his own discretion. I didn't pay a part of the contribution, about 33.8 million yen.

In a court decision issued by the executive committee to ask the city for this payment, Nagoya District Court Judge Naoyuki Iwai said, "The art festival is not a public project, and the work was exposed to fierce protests, but the city insists. It cannot be concluded that such harassment is illegal. The decision to cancel or resume is within the discretion of Governor Omura, who is the chairman, and the city cannot refuse payment. " I ordered the payment of the contribution.

Nagoya City “Scrutinize the judgment and respond appropriately”

Regarding the judgment, the Nagoya City Culture and Arts Promotion Division, which was in charge of the "Aichi Triennale" project at that time, commented, "I would like to read the judgment carefully and scrutinize it. I would like to consider it with a lawyer and take appropriate measures."
