Therefore, there are two considerations regarding public transport resumption:

  The first is to gradually build a public transport system with healthy travel and rapid emergency response capabilities.

We will set up "place codes" and "digital sentries" at stations, carriages, etc. to guide passengers to scan the codes to get on the bus. All passengers must hold a 48-hour nucleic acid negative certificate to take public transportation.

At the same time, it will also accelerate the construction of the "travel as a service" (MaaS) system, integrate payment and code verification links, and achieve one-code access; set up station buffers, and quickly carry out abnormal handling.

  The second is to promote the restoration of the urban public transport system step by step and steadily.

Divided into "three steps":

  As a first step, we have recently started stress testing public transport in the outer suburbs.

  In the second step, with the stabilization of the epidemic situation in various districts of the city, it is planned to gradually resume cross-district public transportation from the 22nd of this month.

Taking into account the city's epidemic prevention and control and the division of the "three districts", combined with the public transportation's own prevention and control capabilities and conditions, we will start with the subway line with high coverage, supplemented by the corresponding ground bus lines, and focus on connecting transportation. Hubs, hospitals, and business districts meet the basic travel needs of citizens.

Among them, the rail transit will first restore Lines 3, 6, 10, and 16, and the ground bus will give priority to restoring 273 lines, using this as the basic network to cover all central urban areas, as well as the city's airports, railway stations, tertiary hospitals and district central hospitals (among which There are 8 departure lines connecting the two major airports of Hongqiao and Pudong; 19 departure lines connecting Shanghai Railway Station and Shanghai Hongqiao Railway Station; 212 lines passing through the hospital; matching with railway lines 3, 6, 10 and 16 34 lines).

Regarding external transportation, on the basis of maintaining the current requirements for leaving Shanghai unchanged ("48-hour nucleic acid negative + 24-hour antigen negative certificate" or "24-hour nucleic acid negative certificate"), the number of arrivals and departures from Shanghai Hongqiao Station and Shanghai Station will be gradually increased. number of trains.

We will strictly check the nucleic acid and antigen certificates of people leaving Shanghai, and resolutely prevent the spillover of the epidemic.

  With the further clarification of the epidemic situation and the recovery of travel demand, we have been simultaneously formulating a plan for increasing lines and capacity at this stage. In the future, we will increase the routes and capacity of ground bus and rail transit in a timely manner according to the actual situation.

  In the third step, until the epidemic situation is completely stable, the public transportation in the city will resume basic operation, and the external transportation will also basically resume.
