He handled the first case of sabotage of a computer information system in Xinjiang, guided the public security organs to collect and extract electronic evidence in accordance with the law, and brought to justice the defendant who used hacker software to sabotage the educational administration system of a university in Xinjiang.

  Zhang Kaicheng successfully handled the first self-investigation case of the Xinjiang procuratorate after the revision of the Criminal Procedure Law.   In October 2018, after the leniency system for admitting guilt and accepting punishment was officially written into the Criminal Procedure Law, Zhang Kaicheng drafted the "Implementation Opinions on Establishing a Legal Aid Duty Lawyer System" and completed a countersignature with the judicial administrative department to establish Xinjiang's first standardized duty lawyer stationed in the procuratorate. The office provides convenience for 133 practicing lawyers from 16 law firms in the jurisdiction to stay on duty three times a week.
