China News Service, Shanghai, May 3 (Reporter Xu Jing) The Shanghai Municipal Market Supervision Bureau disclosed on the evening of the 2nd that since the current round of the epidemic, the Shanghai market supervision department has dynamically adjusted the focus of price supervision, through on-site inspections, online monitoring, complaints and reports, etc. Through various channels, always pay attention to the outstanding problems reported by citizens, and promptly and severely investigate and punish three types of illegal acts, including price gouging, price fraud, and violation of clearly marked price regulations.

As of May 2, a total of 443 cases of price violations have been investigated and dealt with, and 3 cases have been transferred to the public security department.

Among the 443 cases investigated and handled, price gouging accounted for 15.7%.

The main manifestation is that operators take advantage of the imbalance of supply and demand, and under the condition of no obvious change in the purchase cost, the external sales price is greatly increased, so that the price difference between purchases and sales is higher than the specified maximum price difference between purchases and sales, disrupting the market order.

In the cases seized by the market supervision department, the price difference between many operators exceeded 100%, and the highest even reached 486.8%.

Shanghai Huaqian Pharmacy has a company that sells "Mingde 75% Alcohol Disinfectant (net content 500ml)" through the online platform under the condition that the purchase cost has not changed significantly. The purchase price is 6.8 yuan, and the price is 39.9 yuan. Up to 486.8%, which is higher than the specified maximum price difference.

At the same time, cases of individual operators raising the price of goods in disguise by raising the cost of delivery services were also found.

Shanghai Jindawan Catering Co., Ltd. charged high delivery fees and earned illicit income during the epidemic. In addition to being fined, it was ordered to suspend business for rectification due to subjective intentions and bad circumstances.

Up to now, the market supervision department has investigated and handled 17 cases of price gouging, accounting for 4.2% of the total number of cases.

There are a few operators who induce consumers to trade with them through false or misleading pricing.

One of the specific manifestations is price misleading, using deceptive or misleading words, pictures, etc. to mark prices to induce consumers to trade.

On March 29, Shanghai Guyuan Agricultural Science and Technology Co., Ltd. set up a price list indicating "supply to Hong Kong + vegetable product name", which was inconsistent with the actual situation, deceived consumers and constituted price fraud, and was severely fined 400,000 yuan.

Since April, among the merchants and community group buying-related operators on the online platform, there have been problems such as shortages, the actual weight of the goods offered is less than the weight announced to consumers, and the weight does not match the price.

Among them, small merchants account for a large proportion, and the problem is relatively prominent.

More than 80% of the cases violated the clearly marked price regulations.

During the epidemic, the market supervision department collected, sorted, and screened illegal clues through a combination of online and offline methods, continued to explore the source of the case, and investigated and handled a total of 322 cases of violation of the clearly marked price regulations.

For example, if a group purchase package is sold, there is only the total price of the package, but no specific product names, specifications and other information of the products included in the package.

The Shanghai market supervision department stated that as the epidemic prevention and control situation improves, it will continue to carry out price supervision without easing, and insist on investigating and punishing the illegal acts such as price gouging and price fraud found in the supervision.
