In a separate investigation of the fatal shooting during the filming, the ministry has focused on the health and safety aspects.

It was in October last year that actor Alec Baldwin fired a shot that killed cinematographer Halyna Hutchins and injured director Joel Souza during the filming of the low-budget western "Rust".

For unknown reasons, sharp ammunition instead of loose shots had ended up in the barrel of the Colt pistol with which Baldwin repeated a scene.

"'Rust's producers showed total indifference to the dangers associated with firearms by routinely failing to apply their own safety regulations," the report said.

Police are not yet complete with their investigation of the accident, but do not rule out prosecution for any of those involved, including Baldwin.
