• With the end of the winter break at the end of March, "we see a lot of people at the maraudes", notes Jean Stellittano, secretary general of the Secours populaire des Alpes-Maritimes federation.

  • From a general point of view, the local representative of the Secours populaire believes that “the problem today is accommodation” and would like “a reinforcement in support”.

  • For the vice-president of the Communal Center for Social Action (CCAS), Jennifer Salles-Barbosa, there is not “a lack of space” but “people who do not want to be helped, who refuse the system ".

Last week, justice decided to cancel an "anti-begging" decree taken by the city of Nice in 2019, for the summer season.

A measure which had earned the town a prize at the Pics d'or, this ceremony of the Abbé-Pierre Foundation which "distinguishes" the devices in favor of people without a stable home.

Me Mireille Damiano, representing the League of Human Rights, stresses the importance of the judicial result, regardless of the length of the procedure [since the text is no longer applicable].

“In Nice, everything is done to ensure that we don't see poverty.

Yet the poverty rate is one of the highest in France [Nice is the 4th poorest city in the country], so there is cause for concern.

Especially in this period of end of winter break where we observe a rain of evictions.

The problem is “accommodation”

An observation shared by the Secours populaire during the marauding.

Jean Stellittano, secretary general of the Alpes-Maritimes federation, develops: “We still have so many people in the streets but the audiences are different.

These are the consequences of the health crisis.

And we will see others arrive in the months to come with the war in Ukraine and the cost of living which continues to increase.

“He also implores “not to let the 'others' down” with “this grandiose outpouring of solidarity” for the Ukrainians, “especially in the Alpes-Maritimes”.

“What has been put in place are devices found in addition, he specifies.

In marauding, I hear “if I were Ukrainian, I wouldn't be on the street”.

It is urgent that the public authorities act for everyone in the same way so that the year 2022 gives everyone the right and the chance to integrate into our society”.

For him, “the problem today is accommodation” and “our ability to provide decent accommodation for these people who are on the street”.

“We need more first reception accommodation and a real reinforcement in support.

820 people in distress in Nice

This is what the city of Nice is working on.

"From the month of June, says Jennifer Salles-Barbosa, deputy mayor and vice-president of the Communal Center for Social Action (CCAS), mobile social teams will go out to meet people in distress to try to detect difficulties and help them as effectively as possible.

An action that will be added to the day care center of the XVth Corps and to the emergency accommodation center on rue Trachel.

She also mentions the marauding and mobile food distributions carried out by local associations so that “every day there is a meal”.

“We are not starving in Nice, launches the elected official.

But you can still sleep on the street.

Not for lack of space, but because there are people who don't want to be helped, who refuse the system.

“Others, “few” according to the vice-president, do not want to leave their pets.

A problem that will be solved “by next winter”, announces Jennifer Salles-Barbosa.

“We are currently in the reflection phase to imagine a stable reception structure for homeless people with their animals, of all sizes [a center accepts small animals]”.

According to a census carried out in January 2022 for the solidarity night, 195 people were still sleeping rough and 625 were housed in emergency facilities in Nice.
