In July 2020, Yang Shenwu, who was engaged in the management of engineering standards in the Ministry of Housing and Urban-Rural Development, took a temporary post as the deputy director of the New District Planning and Construction Bureau.
Different from the refined and mature institutional norms of ministries and commissions, all work in the new district is new.
Yang Shenwu is responsible for the management of construction quality, safety, fire protection, civil air defense, construction market and other fields, "everything must be re-learned".

In terms of construction, the joint acceptance management method and joint acceptance platform have been launched to realize the simultaneous advancement of civil air defense, fire protection, project quality, planning, and land.
In the urban municipal infrastructure, the underground space integrated pipe gallery is a lifeline.
From the beginning of construction, Xiongan has established the advanced concept of "first underground and then above ground".
The future Xiongan underground comprehensive pipe gallery will integrate water supply, reclaimed water, electricity, communication, heating, pressure sewage, natural gas and other pipelines.
In addition, there are roads specially reserved for the logistics transportation system, which can not only ensure the efficiency of ground traffic, but also reserve space for new urban construction such as "unmanned logistics" in the future.
It is understood that the trunk line pipe gallery of the RDSG-4 tender section in the Rongdong area of Xiongan New Area forms a system layout of "one ring and seven branches", connecting the Rongcheng County area and the starting area of the central urban area of Xiongan New Area, with a total length of 14.78 kilometers.

Xiong'an will establish a public service system of civic center-group center-home center-convenience service point, and build a 5-15-30-minute living circle.
"5 minutes" can reach facilities such as infant and child service facilities, kindergartens, neighborhood committees, community activity stations and elderly centers; "10 minutes" can reach primary schools, community health stations and other facilities smoothly; "15 minutes" can walk to bus stops, middle schools and other facilities , community service center, fitness area and pension area and other facilities, with a service radius of about 1 km and a coverage area of about 3 square kilometers.

The whole forest will become the central green heart of Xiongan New Area. It is located east of Baigou Yinhe River, west of Xiongxian Group, south of Daqing River, and north of Baiyangdian Lake. It is an important ecological buffer zone between urban groups and plates in Xiongan New Area.
Early in the morning, Song Yongzhen, the surveyor of the afforestation project, came to the site to work, and accurately measured the tree pit points according to the requirements.

Song Yongzhen introduced that this is the Xiongan Forest Big Data System developed by the Xiongan New Area. It issues an exclusive QR code "ID card" for each seedling, records all kinds of information of the seedling in detail, and manages the whole life cycle of the seedling.
At the same time, establishing a digital supervision platform and building a digital forest in the new district is also an integral part of "Digital Xiong'an".
The planting of seedlings is adapted to local conditions, and local tree species such as white wax, Chinese locust, ginkgo, and ingot maple are selected, which meet the requirements of longevity, preciousness, health and beauty.
The innovative planting method in Xiongan New Area requires that the three adjacent trees should not be in a straight line, but should be mixed in a natural way, with random planting and random distribution.
In the future, after the "Millennium Beautiful Forest" has cultivated trees, they will be scattered to different places according to the planning and layout of the Xiong'an New District, along with the construction of forests, country parks, and green corridors, forming a new area forest ecosystem connected by patches, corridors and rings. .

Baiyangdian Lake is known as the "Kidney of North China" and is the largest group of freshwater lakes on the North China Plain.
In the film and television works, Baiyang Lake, where "Little Soldier Zhang Ga" shuttles, has become increasingly polluted with the development of industrialization.
According to the 2019 China Ecological Environment Bulletin, the Haihe River Basin, where it is located, is one of the most polluted water systems in China.
The establishment of Xiongan New Area has brought opportunities for the improvement of Baiyangdian's environment.
From the perspective of watershed management, the three major elements of water quantity, water quality and ecology are considered as a whole, and comprehensive management is carried out through measures such as water replenishment, pollution control, dredging, and relocation.
In order to do a good job of ecological water replenishment in Baiyang Lake, the Hebei Provincial Department of Water Resources established a coordination group to plan and establish a long-term mechanism for Baiyang Lake ecological water replenishment.
On March 1, 2022, the Hebei Provincial Department of Ecology and Environment held a press conference to announce that in 2021, the water quality in Baiyangdiandian District will reach the Class III standard (good), and the concentration of major pollutants will drop significantly.

The construction process hit the new crown epidemic, but almost did not delay the progress of the construction period.
At the end of 2019, there was a new crown epidemic in Wuhan. Zhang Jianmin's home was in Hunan, and he stayed on the construction site for the whole year of 2020.
He admitted that the workers were indeed worried at first, but with the arrival of anti-epidemic materials, daily killing has become a habitual action.
The material reserves on the construction site are relatively sufficient, and the workers keep two points and one line and no longer go out.
Yang Shenwu told reporters that epidemic prevention at construction sites has always been one of his focuses.
The workers come from all provinces across the country. So far, the number of construction workers returning to work has reached about 140,000.
Xiong'an New District adopts measures such as staggered return trips and "point-to-point" chartered vehicles, etc., and manages the work area according to "red, yellow and green" zones, and the "red zone" is the isolation area of the construction site, with single-person, single-room, closed management; "yellow zone" ” is a temporary buffer zone on the construction site.

On the occasion of the fifth anniversary of the establishment of Xiongan New Area, "Building Xiongan New Area with high standards and high quality" was written into this year's government work report of the State Council. The Xiongan New Area has established the "Green Development Leading Group for Urban and Rural Construction" to compile a series of guiding documents to standardize the planning and design of green buildings as well as construction management and operation in the new area.
