From April 1st, the adult age has been reduced to 18 years old, and it has become possible to sign a loan contract from 18 years old without the consent of parents.

The government is calling attention not to be a target of consumer damage, and is working on education and enlightenment.

In addition, the Financial Services Agency is strengthening cooperation with local governments nationwide that supervise lenders to prevent newly grown young people under the age of 20 from carrying heavy debts or getting into trouble.

The revised Civil Code came into force on April 1, reducing the adult age from 20 to 18 and raising the age at which women can marry from 16 to 18, the same as men.

This is the first time that the adult age has been reduced since it was set in 1897, and public gambling such as drinking, smoking and horse racing is still prohibited for children under the age of 20, but loans and credit cards are prohibited without the consent of parents. It is possible to make a contract from the age of 18.

For this reason, the government calls attention to consumers by consulting with the consumer hotline "188" when they have trouble with a contract when shopping so as not to be a target of consumer damage, and also for education and enlightenment. I'm going to work on it.

In March, the Financial Services Agency established a specialized position to focus on measures to prevent new adults under the age of 20 from getting into trouble with loan contracts.

In addition to strengthening cooperation with local governments nationwide that supervise money lenders, we analyze data on loans to young people and the content of complaints, and if a problem occurs, we will promptly share information and respond.

In addition, the Financial Services Agency, together with the Japan Financial Service Association, is asking traders to check documents showing the income situation regardless of the amount of money when lending to a trader, and young people are damaged by financial troubles. We are becoming more vigilant not to meet.

Enforcement of the revised Juvenile Law Positioning 18 and 19 years old as "specific juveniles"

The revised Juvenile Law will also be enforced, and while the newly grown 18-year-olds and 19-year-olds will continue to be protected, they will be positioned as "specified juveniles" and will be subject to the procedure of "backward delivery" sent back to the prosecution from the family court. As the case expands, the treatment becomes stricter, and if a "specific boy" is prosecuted, it will be possible to report his real name.

The Ministry of Justice has introduced a new correctional education program for people aged 18 and 19 who are in juvenile training to encourage them to reflect on their crimes and misconduct while thinking about their awareness and responsibilities as adults. Our policy is to support the rehabilitation and rehabilitation of young people who have committed the crime.
