  According to the "Opinions", for non-profit projects identified by the competent industry authorities, land can be provided by means of allocation or agreement transfer, price-based capital contribution, bidding, auction and listing according to the national catalogue of allocated land.

Encourage the use of rural collective land that conforms to the national land space planning for the construction of non-state-owned museums.

Under the premise of meeting the requirements for protection, repair and construction control, cities and counties are encouraged to use ancient villages, ancient buildings, and scenic spots to set up non-state-owned museums in a centralized manner.

  Hainan will provide construction subsidies for the establishment of museums. The non-state-owned museums will be newly built, renovated and expanded with an investment of 20 million yuan or more.
