Al-Azhar’s opinion of Saudi Arabia’s decision to allow women to perform Umrah without a mahram

The supervisor of the fatwa at Al-Azhar Al-Sharif in Egypt, Abbas Shoman, revealed that it is permissible for a woman to travel to perform Hajj and Umrah without accompanying a mahram, provided that she is accompanied by a safe company.

Commenting on Saudi Arabia’s announcement of a woman’s eligibility to register to perform the obligatory prayer without a mahram accompanied by her, Shoman said that if the companionship is safe and the woman does not fear for herself from the impact of the road, it is permissible for her to travel without a mahram, indicating that this ruling is a modern reading of her prohibition from traveling without a mahram. The supervisor of the Al-Azhar fatwa pointed out that taking the woman to the mahram was the reason of scholars, that it was related to the conditions of travel in the past in terms of unpaved roads and the journey taking a long time, but in the modern era the conditions have changed, the roads have become safe and the journey takes an hour or two.

Shoman stressed that it is better for a woman to travel accompanied by her mahram, because she is at risk of getting sick and needs someone to carry her and take care of her.

The Saudi Ministry of Hajj and Umrah had announced the requirements and registration mechanism through the electronic path for pilgrims entering this year, and the conditions allowed women to register without a mahram "with the Women's League".

The mechanism announced by the ministry included: “The age groups should be from 18 to 65 years, and the three types of immunization are required: immunized - one dose immunized - vaccinated recovering,” and free from chronic diseases.

The Ministry allowed registration for residents from inside the Kingdom and Saudi citizens, who had not performed Hajj during the last 5 years. The Ministry of Hajj and Umrah also confirmed that those wishing to register are individually, and women have the right to register without a mahram "with the Women's League".
