• From Wednesday March 30, Lyon will become a “City 30”.

  • 84% of streets, compared to 37% today, will now be limited to 30 km/h instead of 50 km/h or 70 km/h.

  • The town hall intends to reduce accidents and calm the city by also lowering the level of noise pollution.

The measure, so decried by motorists, will come into force on Wednesday, March 30.

In 10 days, 84% of the streets in the city of Lyon will move to zone 30, compared to 37% currently.

Or more than double.

In linear, this will now encompass 610 kilometers by 627 kilometers.

That is almost all the traffic axes.

“Going to 30 km/h has no negative effect on traffic.

The report is almost non-existent ”, pleads the town hall, figures in support.

According to estimates made by the services of the metropolis, the implementation of the measure implies a time “of two additional minutes for a journey of half an hour” and of “three minutes for a journey of one hour”.

The reason: “We already travel often at 30 km/h or 20 km/h when we are in town, and peak speeds have no effect on travel times”, answers Fabien Bagnon, vice-president of the Metropolis in road load.

Reduce accidents

On the other hand, lowering the speed in town would have a real impact on accident rates.

“Studies have shown that at 30 km/h the braking distance is halved.

It is thus estimated that the risk of death of a pedestrian struck is 10% at 30 km/h, against 80% at 50 km/h”, argues Grégory Doucet, the mayor of Lyon, based on a study carried out by the WHO in 2004.

“In the three years following the arrival of Ville 30 in the Metropolis of Grenoble, the number of injured pedestrians was halved.

Other cities such as Oslo or Copenhagen achieved zero pedestrian deaths in 2019, by combining the City 30 with other measures", further pleads the elected official, considering that the approach "has proven itself in many cities in Europe and in France ".

Brussels, London and Paris have also already adopted it.

13% of axes will remain at 50km/h, 3% at 70km/h

The message is clear: this measure should encourage residents to take their car a little less often to use other modes of travel, such as public transport or cycling.

It is fully in line with the policy pursued by environmentalists since they came to power.

Namely, to better share public space and appease the Lyon peninsula.

“Reducing speed in town considerably reduces the noise pollution caused by automobile traffic,” adds Fabien Bagnon.

They are divided by 2 between a zone at 50 km/h and a zone at 30 km/h.

From March 30, 13% of the routes will remain at 50 km/h, including buses on their own lanes on Cours Lafayette, Quai Joseph-Gillet and Avenue Rosa Parks.

But also the tunnel of the Croix-Rousse, the boulevard des Belges, part of the quays of the Rhône and the north of the quays of the Saône as well as the avenue Berthelot.

3% of axes will remain at 70 km/h, mainly the M6 and the M7.
