Regarding the relief of people who suffered health damage due to the so-called "black rain" that fell immediately after the atomic bomb was dropped on Hiroshima, the Ministry of Health, Labor and Welfare cannot deny the possibility of being exposed to rain, and one of 11 types of illnesses such as cancer was reported. On the 18th, we notified Hiroshima City and Nagasaki City of the new criteria for recognizing A-bomb survivors, such as being ill.

In a trial in which residents and others complained that they had suffered health damage due to the so-called "black rain," the Hiroshima High Court admitted in July last year that all plaintiffs were exposed to the law.



In response to this, the Ministry of Health, Labor and Welfare compiled a new standard for recognizing A-bomb survivors and notified Hiroshima City, Nagasaki City, and prefectures nationwide on the 18th.



According to the notification, certification requires all of the following:


▽ It can be confirmed that it was in the black rain, or the possibility cannot be denied,


▽ It can be confirmed that the place, time zone, living conditions, etc. in the rain were the same as the plaintiff in the trial,


and


▽ It is possible to confirm that you have any of 11 types of diseases such as cancer, cirrhosis, and cataract, or that you have had cataract surgery in the past.



It is said that it will be confirmed whether it is applicable based on the survey report of the local government about the area where it rained black, the address at that time, the place of commuting to school, the document that shows the place of employment, etc.



The new standard will be applied from the 1st of next month, and applications submitted up to that point will be judged again by the new standard.
