There are prominent problems such as tampering and forging test reports, making false coal samples, and distorting and inaccurate report conclusions.
The relevant person in charge of the Ministry of Ecology and Environment introduced that in order to severely crack down on the falsification of carbon emission data of emission control enterprises in the power generation industry and ensure the stable and healthy operation of the national carbon market, from October to December 2021, the Ministry of Ecology and Environment organized 31 working groups to carry out carbon emissions Special supervision and assistance for the quality of emission reports.
After investigation by the Ministry of Ecology and Environment, it was found that China Carbon Energy Investment used the editable test report template to tamper with the date of submission, date of inspection, date of report, report number and other important factors in the inspection report of elemental carbon content of Inner Mongolia Erdos High-tech Materials Co., Ltd. The information will be sent to the inspection of forged samples, and the monthly inspection will be carried out, and the QR code of the original inspection report will be deleted.
The company also tampered with the test results of elemental carbon content in some emission-controlled enterprises, and fabricated full moisture data to convert the received basic element carbon test data.
In addition, the carbon emission report compiled by China Carbon Energy Investment has problems such as false reporting and concealment of important production data such as coal combustion, heat supply, and external power purchase, errors in parameter selection and statistical calculation, and lack of quality control of carbon emission reports.
The other two named companies, China Venture Carbon Investment and Qingdao Sino, both have problems such as non-compliance with emission reporting procedures, inadequate performance of inspections, over-the-counter inspections, and prominent "nominations" in inspection reports. Obvious problems such as fraudulent detection reports in carbon emission reports are "turned a blind eye".
Liaoning East Coal is suspected of fabricating false test reports.
According to the inspection by the Ministry of Ecology and Environment, since 2020, Liaoning East Coal has issued falsely dated elemental carbon content test reports on a monthly basis for a number of emission-control enterprises that centrally submit coal samples for inspection, and tampered with the date of sample collection and test date.
