Bai Chongen introduced the concept of "zero allocation".

He pointed out that when discussing common prosperity, three distributions are usually mentioned: the initial distribution mainly reflects efficiency, the redistribution balances fairness and efficiency, and the third distribution is based on voluntary principles.

Bai Chongen believes that before the initial allocation, there is actually a "zero allocation".

Bai Chong'en said that one measure to achieve the "dual carbon" goal is to trade carbon emission rights. If emission rights are regarded as an ecological element, emission rights can also participate in "zero-time distribution".
