[Explanation] Recently, Wu De, member of the National Committee of the Chinese People's Political Consultative Conference and president of Sichuan Agricultural University, said in an interview with China News Agency that the protection of seeds and cultivated land are the two most important points in the process of China's transformation from traditional agriculture to modern agriculture.

I hope to protect this amount of land (seed production base) like the red line of cultivated land, as well as the approval of our aquaculture (seed industry base) land, as long as it is those varieties approved by the state, it must be standardized protection of the base.

[Explanation] This year's National Two Sessions, Wu De, who has been deeply involved in the agricultural field for 30 years, intends to make suggestions from the two aspects of agriculture and education, focusing on "research and development of key technologies in the seed industry" and "construction of seed industry bases".

In order to gain an in-depth understanding of the most urgent problems in the minds of practitioners, before preparing the proposal for "Proposal on Establishing and Improving a Policy Support System for the Research and Development of Key Technologies in the Seed Industry", Wu De interviewed more than 130 scientific and technological personnel in the seed industry and about 60 crop species across the country. A questionnaire survey was conducted for the industry and aquaculture enterprises.

In Wu De's view, the speed of urban development is getting faster and faster, followed by external construction and expansion.

At the same time, many seed industry bases have been crowded out, and high-quality land is mostly occupied by commercial crops and seedlings with higher economic value, making it difficult to produce and breed seeds.

How to realize the symbiosis between the city and agriculture, ecology, and agricultural culture is something that modern cities should fully consider.

[Concurrent] Wu De, member of the National Committee of the Chinese People's Political Consultative Conference and president of Sichuan Agricultural University

We are now saying that (the closer you are) to the city, it may turn the cultivated land into parks, right? Then some of them become parks, that is, cultivated land becomes parks, cultivated land becomes parks, and cultivated land becomes real estate, then this will affect the amount of our cultivated land. reduce.

Therefore, at this time, we need to use the poor land around the city for housing construction, and use the best cultivated land for urban agriculture and ecological community construction.

At that time, I said that in the development of modern agriculture in cities, there must be a standard for the matching degree between the number of housing construction and the number of micro-ecologies (system construction), (for example) the construction of wetland parks (for example).

[Explanation] Based on this, Wu De said that in the development of modern agriculture in cities, a basic standard is urgently needed for the modern agricultural system, including housing construction, the number of micro-ecological constructions, and the matching degree of urban agriculture.

Wu De believes that in the future, we can actively explore the establishment of seed production bases in suitable areas overseas, and suggested that the state should give financial subsidies to breeding seed production bases within a certain range to stabilize the scale of the base.

As the president of Sichuan Agricultural University, Wu De believes that he should play an active role in the work of agriculture, rural areas and farmers, especially in the process of rural revitalization, and talents are the first element of rural revitalization.

[Concurrent] Wu De, member of the National Committee of the Chinese People's Political Consultative Conference and president of Sichuan Agricultural University

Therefore, we need to cultivate more talents, and we really need to take advantage of the problem of talent shortage in the process of rural revitalization. Therefore, our rural revitalization is first of all talent revitalization. Among the five major revitalizations, talents are the first element.

Therefore, as a university, we (want to) cultivate more talents for the needs of the society and the needs of enterprises and places.
