According to the "Planning", by 2025, Henan will establish a unified leadership, consistent power and responsibility, authoritative and efficient emergency response capability system, the situation of safe production and comprehensive disaster prevention and mitigation will stabilize and improve, major production safety accidents will be contained, and natural disasters will be prevented. The level has been significantly improved, and the technology informatization capabilities and the national emergency response capabilities have been improved in an all-round way.
The heavy rainstorm disaster in Henan in July 2021 has attracted much attention.
Henan officials put emergency capacity building in a prominent position in the post-disaster recovery and reconstruction. The Henan Provincial Emergency Management Department promptly compiled the "Special Plan for the Improvement of Emergency Response Capability after Heavy Rainstorms in Henan Province", and stated that it would speed up the construction of "one center, two teams and six bases". The emergency management system is formed with the provincial emergency command center as the hub, the provincial comprehensive rescue team and the provincial aviation rescue team as the backbone, and the six provincial regional emergency rescue bases as the support, covering the whole field and connecting all levels integrated emergency command platform.
The "Planning" also clearly stated that by the end of the "14th Five-Year Plan", the emergency command system of "one center, two teams and six bases" in Henan Province will be fully established.
At the same time, the construction rate of comprehensive rescue forces in counties (cities, districts) will reach 100%, the coverage rate of full-time (part-time) rescue forces in various functional areas and townships (streets) will reach 100%, and the public coverage rate of disaster warning information will reach 90%. , the aviation emergency force can basically reach the major disaster accident risk area within 2 hours.
During this period, Henan Province will also create 170 national comprehensive disaster reduction demonstration communities and 500 provincial comprehensive disaster reduction (safety) demonstration communities.
According to the "Planning", in the next five years, all departments at all levels in Henan will make every effort to complete 7 items including improving the emergency management system and mechanism, strengthening the construction of the rule of law in emergency management, strengthening the construction of disaster prevention and mitigation system, strengthening the construction of emergency rescue forces, and improving social security emergency literacy.
