The four residents of Ogaki City, Gifu Prefecture, gathered personal information such as the work history and ideas of the residents opposed by police officers at the Ogaki Police Station over the construction of a wind power generation facility planned by a subsidiary of Chubu Electric Power in the prefecture. He had filed a lawsuit for damages in Gifu prefecture.



At the trial, the prefecture demanded that the complaint be dismissed, saying that "information gathering is legal in general" without clarifying the facts of collecting and providing information.

In the decision on the 21st, Gifu District Court Judge Shunichi Torii said that the police could not deny the necessity of collecting personal information, while he told the company that it was "aggressive and intentional." It must be said that it is malicious. It is illegal because it violates the freedom that privacy information is not provided to a third party, and ordered the prefecture to pay about 2.2 million yen.
