At about 12:00 on February 7, Shandong Rizhao Coast Guard received an alarm from the public saying that a motorboat with the hull number "Qing Diao 011" in the waters under its jurisdiction lost power due to an engine failure, and 9 people were trapped at sea. The wind and waves were large, and the boats drifted with the wind, in urgent need of rescue.
After receiving the alarm, the bureau immediately launched a marine emergency rescue plan and dispatched law enforcement boats to quickly rush to the area where the incident occurred to carry out rescue.

At about 15:00 in the afternoon, after more than two hours of mobile search, the law enforcement officers successfully found the ship in distress.
Due to the strong wind and waves at the time, the ships in distress were small and difficult to berth, so law enforcement officers immediately dragged the ships in distress to the port side of the ship by throwing cables, and dispatched personnel to troubleshoot the ships in distress.
After inspection, the cardan shaft of the ship in distress was broken and could not be repaired on site. The law enforcement officers immediately transferred all the personnel of the ship to the law enforcement boat, and successfully towed the ship in distress to the central fishing port of the Yellow Sea by means of tail towing.
