  Many victims of telecommunications and network fraud are overwhelmed after being deceived and choose to go online for help from "experts".

  "Everything online that says it can be recovered is a liar"

  "I was also deceived tens of thousands, and I got it back a few days ago." Li Meng, who was deceived by part-time billing, asked for help on the Internet, thinking that this reply was a help from enthusiastic netizens.

Under questioning, Li Meng obtained a QQ account, saying that she was a "hacker" and could help her recover the money.

After showing Li Meng's business license, the "hacker" said that he could return the money within 24 hours, but after Li Meng transferred more than 7,500 yuan in succession, there was no news.

  Wang Huan lost more than 140,000 yuan due to deep investment fraud. After seeking help on the legal consultation page on the Internet, the other party replied and asked her to add the QQ account of the "Recovery Center".

Wang Huan sent the transfer screenshot and other evidence to the other party, and the other party sent back a screenshot not long after that, saying that the money had been recovered, but it was temporarily frozen and needed to be recharged as a company VIP to unfreeze, and successfully defrauded Wang Huan to "recharge" 1 million.

  The reporter searched and found that most of the replies were "call the police" under the help posts that encountered telecommunication network fraud.

But there are also netizens who say "recoverable" hidden in it, and some even claim to be "Internet police" who can handle cases online.

  "Everyone who says they can be recovered on the Internet is a liar," said Wang Feng, head of the Shenyang Public Security Anti-Telecom Cybercrime Investigation and Control Center.

Many victims are often attracted by the "Internet police" popping up on the web page, but in fact, the Internet police are the police who are engaged in network security work and will not accept fraud cases on the Internet.

  Use the victim's urgency to cheat

  "In the process of waiting for the money back after calling the police, I was so anxious that I was almost cheated for the second time." Awei (pseudonym) said that after being cheated of 4,000 yuan for online billing, someone suddenly sent him a private message "I I was also deceived, and the 'hacker' helped to recover it."

After adding the contact information, the other party asked Ah Wei to use the conference software to share the screen and pay through the payment software. After finding that the amount was insufficient, he asked him to open a loan platform account.

Awei realized that he was wrong to delete the person immediately, calmed down and thought and found that he was almost deceived again.

  According to reports, in telecommunication network fraud, the flow of funds is mainly through bank card transfer, third-party platform transfer, scanning code to purchase point cards, and online payment by shopping on the website.

Except for bank card transfers, the rest are third-party payments.

The speed of third-party payment and transfer is extremely fast, and the crooks can quickly transfer the money to multiple accounts in multiple transactions, and then transfer it away for laundering, which is very difficult to recover.

  Wang Feng said that individuals or organizations disguised as "hackers", "recovery centers" and "Internet police" took advantage of the urgency of victims and waited about a day and a half before saying that the fraudsters' accounts had been frozen, but they needed to "drive funds". And the "driving funds" transferred by the victim quickly disappeared.

  Report to the police and complain to a third-party payment platform

  "When you receive suspicious calls or text messages, you must remain calm. You can ask the staff of local bank outlets and telecom business outlets in person, and you must call the police as soon as possible." Wang Feng said.

  In recent years, relevant state departments have successively imposed heavy fines on third-party payment platforms with more serious complaints and obvious violations, forcing third-party payment platforms to strictly check and perform their duties.

"Some third-party payment platforms have put their risk control in place and frozen suspicious funds in advance. Some platforms are willing to pay compensation in advance for fear of being severely punished after receiving complaints." Meng Yuping, a lawyer at Shanghai Duan and Duan (Shenyang) Law Firm, suggested, If the money is transferred through a third-party payment platform, you can file a complaint with the third-party payment platform while reporting to the police.

  The Shenyang Public Security Anti-Telecom Cybercrime Investigation and Control Center reminded that criminals can arbitrarily set the caller number through the software, and do not easily trust the caller ID number.

When the public security organs are investigating cases, they will not ask citizens about their privacy such as deposit accounts and passwords over the phone.

If it is necessary to inquire about the circumstances of the case, work certificates and relevant legal documents will also be issued, and the relevant financial institutions will be inquired.

The public security police will not call to "instruct" citizens how to transfer money or set a password.
