• Since January 31, 2022, the first phase of the low emission zone (ZFE) has come into force in Nice.

  • For the moment, it only concerns polluting heavy goods vehicles, which have the Crit'Air 5 sticker.

  • Gradually, each year, these measures will be extended to private vehicles.

The low mobility emission zones (ZFE-m) were created to “protect the inhabitants of metropolises where air pollution is significant”, can we read on the government website.

Already implemented in Paris, Lyon and Grenoble, they were imposed last year in seven metropolises, including Nice.

These have two years to establish the ZFE on their territory.

In the capital of the French Riviera, the first stage entered into force on Monday.

The heavyweights out of the center

For this first phase, the measures aim to “put an end to the traffic of polluting heavy goods vehicles in the city center and on the Promenade des Anglais”, indicates the metropolis of Nice.

The ban then concerns Crit'Air 5 vehicles. That is to say, "all diesel heavy goods vehicles older than 2006", whether "goods transport (more than 3.5 t), bus or coach ".

According to the metropolis, this measure makes it possible to directly emit 8% less nitrogen oxide.

A perimeter that includes the Promenade des Anglais

These vehicles will no longer be able to access the Promenade des Anglais, the Quays of the United States and Rauba Capeu.

The perimeter begins at avenue des Grenouillères and ends at rue de Foresta.

For the center, it stops at Voie Mathis, to the north, at Boulevard Carabacel, to the east and Boulevard Grosso, to the west.

“This is where we have the most inhabitants exposed to threshold overruns for nitrogen dioxide,” explains the town hall.

Exceptions to the rule

The measure does not apply to vehicles of general interest such as firefighters or law enforcement.

Also exempt are vehicles bearing the words “parking for the disabled”, or “collection” as well as two or three motorized wheels.

A fixed fine in the event of non-compliance

"If a vehicle that is too polluting circulates in a ZFE-m, the driver is liable to a fixed fine of 135 euros for heavy goods vehicles, buses and coaches", specifies the government site.

The metropolis of Nice clarified that "the sanction on the Crit'Air vignettes is not yet in the list of "videoverbalisable" sanctions, therefore only police officers in the field can control and sanction".

The next steps ahead

As of January 1, 2023, the measures already in place will be extended to Crit'Air 4 heavy goods vehicles and extended to Crit'Air 5 passenger and utility vehicles, which run on diesel and are older than 2000. "800 trucks and 7,000 passenger vehicles are concerned”, indicates the metropolis of Nice.

As of January 1, 2024, the ban will also concern Crit'Air 3 heavy goods vehicles and Crit'Air 4 individuals.

Transition aids

The Nice Côte d'Azur metropolis recalls that tools have already been put in place to "help with the transition".

Like a subsidy of 5,000 euros for the purchase of an electric vehicle, which can be combined with state aid and a scrapping bonus of 1,000 euros for "owners of Crit'Air 4 and 5 vehicles who wish to get rid of them in favor of an electric mode, car or bicycle”.

The metropolis specifies that this bonus can be combined with other existing purchase aids set at 5,000 euros for an electric vehicle and 400 euros for an electric bicycle.

The city of Nice also inaugurated the first Eco-city last-mile logistics space to replace delivery vans with cargo bikes and electric utility vehicles in the center.
