  鼓励民营企业招用自主就业退役军人

  近日,退役军人事务部、中央统战部、教育部、科技部、工业和信息化部、人力资源社会保障部、自然资源部、中国人民银行、市场监管总局、中国银保监会、全国工商联、中央军委后勤保障部12部门联合印发《关于引导和鼓励民营企业招用自主就业退役军人的意见》(以下简称《意见》)。退役军人事务部就业创业司负责人对《意见》进行了解读。

  推动高质量就业

  近年来,民营企业在吸纳新增就业方面发挥着不可替代的作用。退役军人事务部在大力促进退役军人就业工作中,深化推进“权威推荐+自主选择”的企业就业合作模式,得到民营企业的大力支持,为退役军人提供了大量优先就业岗位。

  据退役军人事务部就业创业司负责人介绍,为引导和鼓励更多民营企业积极招用退役军人,退役军人事务部自2020年下半年开始,先后赴内蒙古、黑龙江、广东、甘肃等14个省(区、市)调研,收集近270家民营企业和退役军人个体工商户约600条有益建议。2021年4月,退役军人事务部与全国工商联签署部际合作协议,决定共同研究出台政策文件,为积极招用自主就业退役军人的民营企业提供一定支持,回应他们的所盼所需。在这一背景下,退役军人事务部会同相关部门出台《意见》。

  此次出台《意见》,是立足退役军人工作实际,结合民营企业发展需求,在相关政策和经验做法的基础上融合创新,从“公共政策优先”“其他群体涵盖”“特殊阶段延续”“社会资源支持”“有条件的地方突破”5个层面,研究制定政策文件,引导和鼓励民营企业积极招用退役军人,为退役军人提供更多就业选择,推动退役军人更加充分更高质量就业。

  加大政策支持力度

  据就业创业司负责人介绍,《意见》共4个方面10项内容。

Make a positive contribution to the quality of employment.

  The second is to increase policy support. By increasing vocational training, strengthening project support, optimizing land supply guarantee, reducing factor costs, strengthening financial support, and implementing tax incentives, etc., private enterprises are targeted to alleviate the problems of employment, land use and financing. , tax and other pressures, and provide preferential treatment to private enterprises that recruit self-employed retired soldiers to a certain proportion.

  The third is to improve the construction of relevant mechanisms. By improving the normalized communication mechanism and the honor incentive mechanism, we will further strengthen the communication and honor incentives with enterprises, and enhance the continuity and enthusiasm of private enterprises in recruiting self-employed veterans.

  The fourth is to strengthen service publicity. From the aspects of continuously optimizing services, strengthening typical publicity and guidance, creating a better environment for the development of private enterprises and creating a strong atmosphere for promoting the employment of veterans.

  Propose a number of innovative measures

  The person in charge of the Employment and Entrepreneurship Department said that the "Opinions" issued this time proposed a number of innovative measures.

For example, in order to help private enterprises solve the problem of operating space, it is proposed to give priority to support veterans' entrepreneurial enterprises and private enterprises that recruit a certain percentage of self-employed veterans in land supply methods such as flexible term assignment, long-term lease, first lease and then lease. Development, when it expires, it will be given priority to renew the contract under the same conditions; in order to reduce the cost of enterprise elements, it is proposed to appropriately reduce relevant water, electricity, rent and other expenses according to regulations, and support qualified private enterprises to participate in direct electricity transactions to reduce production costs; To solve the problem of the lack of large-scale cooperation projects for enterprises, it is clear for the first time that when the military system updates and improves the relevant supplier catalog, companies that recruit self-employed veterans to a certain percentage and enterprises founded by veterans that recruit self-employment veterans with a large number of employees can Priority will be given to being shortlisted under the same conditions; in order to give full play to the role of leading enterprises in the industry and to drive small and medium-sized enterprises in the industrial chain to carry out technological innovation, it is proposed to give priority to supporting enterprises that recruit self-employed veterans to a certain percentage to develop new industries, new technologies, new models, new business format, driving the transformation and upgrading of retired soldiers, and so on.

  At the same time, taking into account the different actual situations in different regions, while providing guiding opinions, we also encourage all regions to scientifically set standards based on the actual situation of the region, and adopt some specific measures to promote the realization of " win-win".

  Regarding the "Opinions", what does it mean to recruit self-employed retired soldiers to a certain percentage?

The person in charge of the Employment and Entrepreneurship Department stated that the recruitment of self-employed veterans to a certain proportion refers to the "Notice on Printing and Distributing the Standards for the Classification of Small and Medium-sized Enterprises" (Gongxin Bulian Enterprise [2011] No. 300) (if there is any revision, the latest standard shall prevail ), small and micro enterprises recruit self-employed veterans (subject to signing a labor contract of more than 1 year, the same below) accounting for more than 20% of the total number of employees; medium-sized enterprises recruit self-employment veterans for more than 10% of the total number of employees; large Enterprises recruiting self-employed retired military personnel account for more than 5% of the total number of employees; large enterprises with more than 4,000 employees and more than 200 self-employed retired military employees can be regarded as "reaching a certain proportion".

Each region can adjust the ratio based on the actual situation of the region.
