The inter-union of parliamentary collaborators regretted Wednesday that no report for harassment was made to justice by the ethics officer of the National Assembly, despite 25 cases brought to its attention since 2020. "No report has been made. made to the public prosecutor, while several situations of very great suffering and a case of sexual harassment were noted, ”says the intersyndicale (CFDT, CFE-CGC, CFTC, CGT, SNCP FO, Solidaires, Unsa ) in a press release.
During a meeting on Tuesday with representatives of the Assembly's anti-harassment cell and the institution's ethics officer, the inter-union learned that 19 people had contacted the cell between February and October 2021, for questions of harassment moral.
"One case was a situation of both moral harassment and sexual harassment" and "an additional situation of sexual harassment" very serious "had been brought to the attention of the cell last November," said the inter-union.
The Benoît Simian case
This one says its “incomprehension” on the fact that no report was made to justice on the basis of article 40 of the code of criminal procedure by the ethics officer, who received from the cell 14 files in 2020 and 11 in 2021. Contacted by AFP, the ethics officer indicated that he had no right to communicate information to the press.
The Mediapart site revealed at the end of December that the deputy of Gironde ex-LREM Benoit Simian had forced his collaborator to sleep in the same room as him, and multiplied the intimate messages. The employee contacted the ethics officer. The deputy advances in particular "political differences" to justify the deterioration of relations with his collaborator. Benoit Simian is also implicated by his wife in the context of a heated divorce and sent to correctional for "harassment" against him.
The “prevention and support” unit, with a doctor, psychologist and specialist lawyer, was launched in early 2020, in accordance with a vote by deputies.
Its mission is to listen to and advise people - collaborators of Members and political groups, Assembly officials and Members themselves - and if necessary to support them so that they undertake the appropriate procedures, for example to lodge a complaint, a rare approach at the Palais Bourbon.
The unit can also transmit all the useful elements to the ethics officer, who can himself take legal action.
