In Settsu City, Osaka, a 3-year-old boy was accused of murdering his mother's companion for murdering him with boiling water. According to an interview with the city, it was found that the nurses had changed their responsibilities all at once due to personnel changes.

The city said in a report summarizing a series of responses that such reassignments should have been avoided.

In August of last year, Takumi Matsubara (24), a partner of his mother, was murdered at an apartment in Settsu City, Osaka, for injuring him by continuing to pour boiling water on Sakurarito Niimura, who was three years old. Was charged with.

Regarding this incident, Settsu City investigated a series of responses of the city from October last year and compiled a report by the 12th.

According to this, in April of last year, about five months before the incident, two city officials involved in abuse prevention and child-rearing support in charge of this family and a nursery teacher in charge of the nursery school that the city had requested to watch over. A total of three people were in charge at the same time.

The reasons were personnel changes and the expiration of the employment period.

According to the report, "This kind of thing should be avoided as much as possible, and it is necessary to create a system that can cover even if there is a personnel change."

In this case, since April last year when the staff in charge changed, information suspected of being abused was frequently sent to the city, but it is known that the case could not be prevented.

In the future, Settsu City will increase the number of staff in charge of each household and strengthen the system so that the staff will not change all at once.
