The increase in fraud with biofuels already leaves a hole of 193 million for the State
The Ministry of Ecological Transition led by
Teresa Ribera
doubles its pressure on oil companies to introduce more biofuels in the fuel they sell to their customers and help drive the ecological transition in the transport sector.
The Secretary of State for Energy,
Sara Aagesen
, has chosen to double the cost of the 'penalty' that groups have to face if they do not comply with the 'green' fuel quota of 10% required as of January 1. The measure seeks to stop the fraud unleashed in the sector and the practice of several oil operators who preferred to face this fine rather than introduce gasoline of renewable origin. This gave them a competitive advantage of between
five and six cents per liter
, as reported by the oil company AOP, of which groups such as
Repsol, Cepsa or BP are part.
The Government's response addresses only part of the problem, but leaves out what is really important: the twenty companies that do not introduce biofuels in Spain at the rate requested by Ribera never pay the mandatory "compensation" that they should face for not to do so, and this has generated in the last five years a hole for the State of 193 million euros, as published by EL MUNDO.
The big oil companies demand that financial guarantees be established for companies that operate in the wholesale distribution of fuels, in such a way that if they do not meet the biofuels objective, they can afford to pay the Administration.
However, the Ministry of Economy headed by
Nadia Calviño
is reticent to the measure considering that this would imply restrictions on competition in a market that is still strongly dominated by a small group of companies.
As of January 1, companies that cannot introduce 10% biofuels in their products will have to face a compensatory payment of
1,623 euros per ton, compared to 763 euros today.
"This review is considered necessary in view of the upward evolution of the differential between the prices of biofuels and those of substitute fossil fuels in recent months. This differential could be an incentive for the making of compensatory payments by the Obliged subjects up to the maximum percentage of the obligations that can be fulfilled through the use of this flexibility mechanism, to the detriment of the sale or consumption of biofuels to meet the regulated objectives, "says Transición Ecológica in a resolution signed by Aagesen.
