The gang has about 10 people, most of whom have criminal records such as robbery, theft, and drug use. For fear of being punished for drunk driving, the victims often settled their affairs by paying money, and the largest amount of extortion was 40,000 yuan.

If the victim refuses to pay the money, the gang members use methods such as calling the police to force the car owner to pay the money, so as to achieve the purpose of extorting money.

  After obtaining sufficient evidence, the task force formulated a thorough arrest plan, and in mid-November carried out a centralized net-retraction operation in Chaoyang, Tongzhou, Daxing, and Yanjiao, Hebei, and captured all 14 suspects in one fell swoop.

After review, the gang has a clear division of labor. Zhang Mouzhong and Nan Moutao are the leaders of the gang and are responsible for organizing members to commit crimes. Some of the other gang members are acting as drivers and are responsible for finding "targets" for drunk driving. Some driving vehicles deliberately create traffic.
