The deployment meeting notified Xiaoyi City’s "12·15" illegal mining of coal resources and the relevant situation of the water penetration case, and issued the "Lvliang City Severely Cracking down on the Special Action Plan for the Piracy of Mineral Resources."
According to the above plan, the six types of behaviors strictly investigated in this special operation include:
1. Severely crack down on illegal exploitation of mineral resources, such as unlicensed mining, unlicensed prospecting, prospecting instead of mining, unauthorized changes to mining methods, disobeying the approved minerals, or exceeding the approved mining area.
2. Severely crack down on illegal mining of shallow coal and shallow mines in the name of various engineering constructions without obtaining a mining license.

5. Severely crack down on the trading, transportation, storage, supply, and use of civilian explosives for illegal mining of mineral resources.
6. Severely crack down on "triad and evil" criminal acts in the field of illegal mining of mineral resources such as "sand bulls" and "mining bulls".
The Luliang Municipal Party Committee and the Municipal Government require that relevant departments at all levels should organize horizontal-to-side and vertical-to-bottom rolling, mesh, and carpet investigations in their respective administrative areas to ensure that one village, one ditch, and one mine are not missed. .
