The Agricultural Bank of China Guangxi Branch notified on December 16: After investigation, it was confirmed that this incident was caused by the illegal operation of the business room of Chongzuo Jiangzhou Sub-branch under the jurisdiction of the bank. It sincerely admitted the error and solemnly apologized to the school teachers and students.

  After investigation, on June 24, 2020, the Jiangzhou branch opened a batch of 12536 type II and III electronic accounts in batches, involving 1457 students.

The information used to open the account was obtained when the Jiangzhou branch provided tuition collection services to the school. The Jiangzhou branch’s business room used it beyond the scope and opened an account in violation of regulations.

Chongzuo Branch and Jiangzhou Branch have serious violations and poor management.

  Based on the facts of violations that have been ascertained so far, the bank has, in accordance with the "Measures for the Handling of Irregular Behaviors of Employees of the Agricultural Bank of China", has removed 13 persons responsible for management, operation, and operation levels, including accountability: Exempt Chongzuo The position of branch president; the then-Chongzuo branch branch deputy governor was given a demerit penalty; the then Chongzuo Jiangzhou sub-branch president was degraded; the current Chongzuo Jiangzhou sub-branch president was given a demerit penalty; the then Chongzuo Jiangzhou sub-branch was given a demerit penalty The sub-branch’s in-charge deputy president and assistant president were dismissed; the then director of the business office of the Jiangzhou branch of Chongzuo and the president of internal services were given a probation; the remaining five persons were given corresponding disciplinary sanctions based on the violations.

  According to the bank, in accordance with relevant regulations, the establishment of Type II and Type III electronic accounts is to prevent telecommunications network fraud. Both have a fund usage limit and no overdraft function.

At the same time, a comprehensive investigation has been conducted on the above-opened non-activated Type II and III electronic accounts, and some customers have asked that the funds transfer transactions and bad credit records that they are worried about will not occur.

  In order to better protect the rights and interests of customers, the bank has taken emergency cancellation of accounts opened without the customer’s consent to restore the original status.

According to the bank, this move is to seek truth from facts on the one hand, and correct any mistakes.

If an account is opened without the customer’s consent, the bank is obliged to take proactive measures to correct errors in a timely manner.

On the other hand, Type II and Type III accounts have a prescribed total number limit. The existence of these inactive accounts affects customers to open new accounts according to their wishes, which will cause inconvenience to customers.

These accounts were opened on June 24, 2020, just before their graduation.

  On the morning of December 11, Chongzuo Branch of the Agricultural Bank of China issued a statement on the matter, saying that it was verified that the matter was indeed caused by the failure of the business office of the Jiangzhou Sub-branch under the jurisdiction of the bank to communicate with customers, and the lack of strict internal audit control and irregular operations. , After contacting the students, the bank will cancel the accounts opened, and apologize to the relevant students, and at the same time hold the responsible persons seriously accountable.

  Three days later, several students involved reported that the electronic account opened inexplicably was quietly cancelled without any notice from the Agricultural Bank.
