It will be "an income of existence", "of equality of opportunity". As of March 1, 1,000 young people aged 18 to 24 from Haute-Garonne will experience the basic income set up by the departmental council. “The precariousness of youth is underway, during the health crisis we saw young students who could no longer afford to eat. Can we exclude them from national solidarity? No ”, insisted Tuesday Georges Méric, the president of the community which presented the outlines of this new device.

Lasting 18 months, this mechanism will benefit a representative panel drawn at random from among the young people of the department, already in the community's files, for example when they receive the newsletter of the institution.

They will be from rural as well as from urban areas, active as well as students.

"But if a young person wants to apply to be on these files, he can do it," says Arnaud Simion, vice-president in charge of local social action in the department.

A measure valued at 9 million euros

The amount of this basic income will be between 350 and 500 euros depending on the tax income of the reference household of each young person.

“It can be combined with other aid, unlike the employment contract presented by the government.

And it is not conditioned either on an active search for a job or a training ”, details the elected official.

Haute-Garonne has 146,163 young people aged 18 to 24, 37% of whom do not have recourse to any assistance.

This measure, the overall budget of which is estimated at 9 million euros, should allow those who will receive it to be able to meet their daily expenses, whether for accommodation, financing their cultural outings or even paying their tourist bills. 'electricity.

During these 18 months, these 1,000 young people will participate in a survey carried out by the University of Toulouse Jean-Jaurès, in particular six researchers from the Interdisciplinary Laboratory for Solidarity, Societies and Territories (LISST) responsible for evaluating the impact of this basic income. on the lives of beneficiaries. For the process to be scientifically validated, a "control group" of 1,000 young people who will not receive the basic income will also see the light of day.

An experiment which will have to pass the control of the legality of the State, itself having announced its employment contract for next spring.

"We see that there is an emergency for young people aged 18 to 24, that the employment contract will not exist in 2022 if it is not funded.

We are determined to enter into this experiment.

There are two solutions: either the prefect to a social utility discernment because there is an emergency and he authorizes it to us, or he will prohibit us and we will make a dispute because we consider that it is is justified ”, concludes Georges Méric.
