In the midst of a series of serious bullying leading to suicide and school refusal, more than 50% of the respondents in a survey of students and parents answered that "the perpetrator should be suspended from attendance."

The experts who conducted the survey pointed out that "we need a place where we can learn with peace of mind while preserving the rights of both victims and perpetrators to learn."

The survey was conducted on the Internet by a group of Associate Professor Ryo Uchida of Nagoya University Graduate School in August, with 400 elementary and junior high school teachers, parents, and junior high school students, for a total of 2000 people.

In the survey, when asked if the perpetrator should be "suspended" regarding the response to bullying, the answer "I think very much" or "I think rather" was

▽ 53% of junior high school students

▽ Protection of elementary school and junior high school Both exceeded 60%.

Among teachers,

▽ elementary school was 34%

▽ junior high school was 46%.

In addition, the number of respondents who answered that bullying should be resolved in cooperation with the police

was the highest at 73% for

junior high school

teachers

, and exceeded 60% for parents and students of junior high school students.

The system of "suspension of attendance" for children who have been bullied was established from the viewpoint of guaranteeing the right to education of other children, but there is also the point of securing educational opportunities for children on the perpetrator's side. Last year, there was one suspension of attendance due to bullying nationwide.

On the other hand, 603 cases of school refusal due to bullying damage were confirmed last year.

Associate Professor Uchida said, "The unreasonable situation in which victims are forced to leave the classroom continues, and it is necessary to guarantee the right to learn. It is necessary to create a school where students can study with peace of mind while preserving the perpetrator's right to learn. "
