Xiao Yang, a 2020 graduate of the school, said that he had once applied for a certain bank card, that is, a type I account. Now of the 10 type II and III accounts under his name, 7 are owned by the bank Chongzuojiang. The state branch opened, "I have no authorization, and no one notified me." The opening time of these 7 accounts is June 24, 2020, just before the graduation of the class of 2020 students on June 30.

  Student Xiao Jia also said that his type II and III accounts at this bank were opened at the same time, and they were all electronic accounts without physical cards.

Since she needs to go to the account opening branch to complete the account cancellation, she is not in Chongzuo now, so she cannot cancel the account.

  The first reaction of the graduates was that the school leaked their personal information to the bank.

However, in an interview with the media on December 10, the staff of the Finance Department of Chongzuo Junior College said that the school had no knowledge of it before and had not provided student information to the bank.

The staff member said that when freshmen enrolled in 2017, a bank provided account opening services, but there was no cooperation after 2018, and the school had no business relationship with the bank.

  On the evening of December 10, Chongzuo Junior College issued an official statement stating that “On December 6, 2021, the school’s Admissions and Employment Office and the Finance Office received reports from the 2020 graduates that their bank cards did not have their consent.   At the end of December 2015, the People’s Bank of China issued the “Notice of the People’s Bank of China on Improving Personal Bank Account Services and Strengthening Account Management”. If you open a Type I account and you already have a Type I account, you can only open an account with Type II and Type III accounts. Different types of accounts have different functions, limits, and permissions.

  At the end of November 2016, the Central Bank issued the "Notice of the People's Bank of China on Implementing the Classification Management System of Personal Bank Accounts", which further implemented the classified management of personal bank accounts.

The document requires that individuals can open Class I, II, and III accounts through the counter of the bank with a valid ID.

Type II and III accounts opened by individuals at the bank counter do not need to bind Type I accounts or credit card accounts for identity verification.

  Banks that open Type II and Type III accounts for individuals non-face-to-face through electronic channels should verify that the account and the binding account are opened by the same person. The information to be verified should at least include the name of the account applicant, the resident ID number, the mobile phone number, and the binding account. Set the account number (card number); Type II accounts also need to verify that the bound account is a Type I account or a credit card account.

  The Central Bank requires that when banks open Type II and III accounts for individuals non-face-to-face through electronic channels, they shall require that the mobile phone number registered and verified by the account opening applicant be consistent with the mobile phone number used for binding the account.

  It is worth noting that the central bank stipulates that the number of Type II and Type III accounts opened by the same bank legal person for the same person shall in principle not exceed 5 respectively.
