Cannabis: Can France take the German example?

The new German government is preparing to legalize Cannabis.

Nothing has been done yet, but the contract signed between the SPD (social democrats), the Greens and the FDP (liberals) provides for “the sale of cannabis to adults in approved stores”.

This mini-revolution, says the German coalition, "will make it possible to control quality, prevent the circulation of contaminated substances and protect young people".

And France?

The neighboring country, friend, partner of Germany has one of the largest numbers of cannabis consumers in Europe, despite a repressive policy on the issue.  

How can France position itself on the question of the legalization of Cannabis in the face of the decision of our German neighbors?
