In July, the Hiroshima High Court recognized all plaintiffs as survivors stipulated by law in a trial in which residents and others complained that they had suffered health damage due to the so-called "black rain", and the government cooperated with Hiroshima City and Hiroshima Prefecture. And decided to proceed with the relief.



In response to this, on the 30th, the Ministry of Health, Labor and Welfare and Hiroshima City and others held discussions for the first time in order to identify people who were in areas where it rained black as atomic bomb survivors and to create standards for providing allowances. ..



The discussions were held privately, and according to the Ministry of Health, Labor and Welfare, we confirmed the policy of compiling new standards during this fiscal year and operating them from next fiscal year and Reiwa 4th fiscal year.



Hiroshima City and Hiroshima Prefecture have once again requested that everyone in the area where it rained black be recognized as an A-bomb survivor.



Persons in charge of Nagasaki City and Nagasaki Prefecture also participated in the discussion, and there was a voice requesting that people who were exposed to ash containing radioactive substances be recognized as A-bomb survivors.
