This is the question asked by

Le Point Afrique

, on the occasion of the forum on China-Africa cooperation which is being held near Dakar.

And response through an opinion study conducted by the pan-African research institute Afrobarometer, a study carried out in 2019 and 2020. “

Data from 18 countries were collected directly in the field from a sample of people selected at random (…).

The survey questions included, among other things, how Africans perceive Chinese loans, debt repayments and Africa's dependence on China for its development

China: an overall positive influence ...

So, three main lessons: “

the preliminary results of this survey reveal that the majority of Africans prefer the American development model to the Chinese model, ie a model which places more emphasis on the importance of the free market.

 "

Second lesson: “

China's influence is still widely regarded as positive for Africa.

Perceptions of China have changed for the better in some countries of the Sahel, plagued by multiple political, social and security challenges.

 "

Finally, third lesson, still according to this Afrobarometer study, quoted by

Le Point Afrique

 : "

a majority of African citizens consider that China's economic activities have" enough "or" a lot "of influence on the economies of their country.

But at the same time, a majority say they are worried about loan repayments, believing that their governments have borrowed too much money from China

.

"

... but down

Another study cited this time by

Le Monde Afrique

, a study by Pew Research Center which shows that “

if the level of satisfaction of China among African populations remains high, it is declining. Over the period 2013-2019, the rate of "favorable" opinions thus rose in South Africa from 48% to 46%, in Kenya from 78% to 58%, and from 76% to 70% in Nigeria. "For the Chinese as for the Africans, it is a little the end of illusions", underlines Thierry Pairault, specialist of the Chinese presence in Africa. "Everyone realizes that spending money is not enough to spark development

.

"

"

And, according to

Le Monde Afrique

, we are witnessing a

“growing disenchantment, even an increase in friction.

Because contrary to popular belief, the funds released by the Chinese involve less investment than provision of services (turnkey infrastructure contracts), the burden of which ultimately falls on Africans through their indebtedness to Chinese donors.

 "

The continent's leading economic partner

“

Indeed,

adds

Today

in Ouagadougou, China is the first creditor country of Africa with a volume of 153 billion dollars of debt.

And it is Africa's leading partner in terms of volume of economic trade and development aid

.

"

So during this China-Africa forum, continues the Burkinabé daily, Beijing pledged "

to boost trade with Africa, in particular by increasing agricultural exports to 800 billion dollars within 3 years with favors customs.

In terms of health, China will offer the continent 1 billion doses of anti-Covid-19 vaccines, including 600 million in the form of donations.

 "

Today

's Commentary

:

"

Certainly China has realized that Africa is now a heavyweight in the global economy.

And it does not intend to stay away from the all-out inclinations of Western economic powers to exploit the enormous potential of the continent.

 "

A new master?

However, be careful, warns

WakatSéra

:

"

if it is necessary to recognize the right of Africans to diversify their partners, it is to be feared that once again, the black continent will limit itself to its favorite sport: holding out the bowl, at the risk of keep the status of a slave. If one puts in the balance, the anti-Western feeling which is rumbling, what will have been used then to abandon a master to put oneself under the thumb of a new master

?

"

Asks

WakatSéra.

"

It is therefore necessary,

concludes the Burkinabé site

, that African governments show the new Chinese bride that, thanks to their raw materials which they must seek to transform into finished products on the spot and the human resources of choice which abound the black continent, they can make their contribution to the life of the Africa-China couple.
