Is it reliable to sell low-cost mobile phone card packages online?

Consumers are advised to clearly understand the package rules and attribution to avoid being fooled by the IoT card

Recently, many netizens reported that in Moments, Douyin, Xianyu and other channels, you can often see low-priced mobile phone card package advertisements, 29 yuan for 80G, 10 yuan for 100G traffic... The reporter's investigation found that these packages are low The price attracts users to register, but in fact, there are activities such as targeted traffic and phone fee rebates behind that can achieve the additional conditions of the package price.

Not only that, the attribution of the phone card is not the local area where the user is located, but a province outside the city, and the seller did not give a prompt at all.

In addition, some low-cost traffic cards sold through e-commerce channels are actually "Internet of Things cards". These cards are taken by the gray industry and sold to individual mobile phone users, which is illegal.

In fact, the Ministry of Industry and Information Technology previously banned the sale of IoT cards and personal use on e-commerce platforms.

Once the agent runs off, the card is blocked, etc., it is difficult for users to defend their rights.

  Routine One

The words "low price" activities attract users with many practical routines

"0 yuan claim! China Telecom issued a new out-of-print card online, and the monthly rent is only 29 yuan." The advertisement on the mobile phone screen attracted the attention of users. On the poster, the huge font read "50 G/month general traffic , Get it for free".

After clicking to enter, the application page will be displayed directly, and the user can select the number online, fill in the name, contact information, and detailed address, and then receive the phone sim card mailed to the home.

The reporter saw that this package called "Telecom Star Card Premium Edition" includes 80G traffic, of which 50G national general traffic, 30G directional traffic, more than 200 apps can use directional traffic, in addition to 300 per month Minutes of talk time.

"Only a monthly fee of 19 yuan! China Mobile enjoys 360GB of high-speed exclusive data per year, with 0 monthly rent for the first month!" "Nationwide universal data! 19 yuan 100G, 29 yuan 200G, 30-day Internet card clearing and unlimited speed"...... In the advertisement, such a low-priced package attracts many users to inquire and purchase.

However, according to the introduction, the monthly call fee of this telecom "Star Card Exclusive Edition" is actually 39 yuan. If you want to reach the monthly rent of 29 yuan, you need to participate in the "pre-deposit 50 yuan to get 120 yuan" recharge activity.

Calculated in this way, the monthly rent is about 34 yuan.

In addition, 30G of the largest "80G" traffic is directional traffic, and not all apps can use it.

Routine 2 phone card attribution may not support local use

During the investigation, the reporter also found that such a phone card still has the problem of specific attribution.

A reporter from the Beijing Youth Daily called the customer service of China Telecom Beijing at No. 10000 for inquiries. The customer service said, "Beijing does not have such a package."

The customer service said that the current data card only has a package of 19 yuan 30G directional traffic, and there is no such big card as 29 or 39 yuan 80G. It is recommended to go to our own business hall to handle related business.

  So is this card fake?

A reporter from the Beijing Youth Daily contacted the telecom card seller, who said, “This card is a normal calling card. Because it is a local policy, it can be so cheap. This card belongs to Hunan Province, and the specific city is Random".

In other words, if you call someone else, the number attribution is displayed as Hunan.

According to the other party, this card used to be a 59 yuan set meal. Because of the special subsidy in Hunan Province, the price was discounted to 39 yuan.

In addition, he also introduced that there is a phone card that belongs to Henan Province, the price is lower, but this card does not support sending to Beijing.

The monthly rent of this "super large data card" is 29 yuan, and it has 65G general data + 30G directional data per month. However, this card cannot be used to make calls, but can only send text messages and surf the Internet.

It is reported that these cards are sold through online channels. After placing the order, they will be mailed directly to the user. After receiving the order, the user can register and activate the online real-name system according to the prompts.

The seller said that the current tariffs of China Mobile and China Unicom are relatively uniform, but China Telecom will launch some low-cost packages due to local policies and subsidies.

  Routine Three

Internet of Things cards sold to individuals in violation of regulations, it is difficult to defend their rights in the later stage

A reporter from the Beijing Youth Daily also discovered that some traffic cards with "0 monthly rent, fast internet speed, and low tariffs" are actually IoT cards, and IoT cards are prohibited from being used in mobile phones.

A seller who sells "pure data cards" stated that his card cannot be used to make calls or send text messages. It can only be used to surf the Internet, and there is no software or speed limit.

However, this kind of card also requires pre-storage fees, such as 100G for depositing 19 yuan, and 250G for depositing 29 yuan.

Only the card also needs a card purchase fee, "card fee 9.8 yuan, shipping fee 10 yuan, a total of 19.8 yuan".

When asked whether the card is an IoT card, the other party said yes, but as to whether it will be blocked, the other party only said "Professional after-sales service will handle it for you."

The reporter learned that the Internet of Things card is a traffic card specially launched by operators for Internet of Things devices, which can be used in industry, agriculture, logistics, medical and other fields.

According to the regulations of the Ministry of Industry and Information Technology and the three major operators, IoT cards cannot be sold for individuals, but are directly purchased in batches by companies. Each IoT card corresponds to a device.

However, some people will sell IoT cards separately for profit, forming a gray industrial chain.

However, there are some disadvantages when individuals purchase and use IoT cards.

For example, in the gray industry, the ownership of the Internet of Things card is not in the individual's name. Therefore, whether it is purchased, recharged, or used, it is not subject to supervision.

If agents run away with money, users fail to recharge their accounts, promised traffic cannot be honored, cards are suspended, etc., it is difficult to defend their rights.

In addition, they are also faced with situations such as illegal use of accounts, etc. at any time.

Prior to this, the Ministry of Industry and Information Technology issued a notice to China Telecom, China Mobile, China Unicom, China Academy of Information and Communications Technology, and mobile communication resale companies, requesting mobile communication resale companies to further improve the security management of the Internet of Things industry card and strengthen the technical monitoring capabilities of the industry card. If the scope of use exceeds the contract, it shall be shut down immediately in accordance with the contract as soon as it is discovered; online channel sales of industry cards are strictly prohibited, and effective measures shall be taken to deal with illegal card sales.

In addition, the Ministry of Industry and Information Technology also banned the sale of IoT cards on e-commerce platforms.
