In addition, electric bicycles still have problems such as unauthorized modification to increase speed and illegal driving, which also bring many safety hazards to the society and become an examination question for social governance.

There are many hidden dangers and various accidents frequently occur

  Authoritative data shows that 80% of fire accidents caused by electric bicycles are related to batteries.

  A reporter from the "Rule of Law Daily" found out that there are many situations in which fires are caused by batteries: overcharging, the battery capacity does not match the design of the electric bicycle, and the battery design is placed in an unreasonable location.

Some aging or unqualified and substandard electric vehicle batteries are not only easy to catch fire when charging, but also extremely risky during driving.

  On the afternoon of September 23, in the north to south direction of Youanmennei Street, Xicheng District, Beijing, an electric bicycle suddenly smoked from its battery while driving. Accompanied by the sound of an explosion, fragments of the body were scattered on the surrounding ground.

Fire rescue personnel rushed to the scene to extinguish the flames, but the electric bicycle was burned to the point that only a skeleton was left.

  In addition to fire accidents caused by batteries, some electric bicycles have been modified privately to increase speed, or electric bicycle cyclists have a weak traffic safety awareness, and various illegal behaviors such as retrograde, red light running, and motorway driving have also become prominent problems that endanger public safety. .

  In November 2020, the Shanghai Municipal Public Security Bureau investigated and dealt with a batch of illegally modified electric bicycles with a maximum speed of 165 kilometers per hour in a special law enforcement operation. The speeds were faster than motor vehicles, which was frightening.

  E-bike cyclists illegally drive, leading to frequent traffic accidents, and it has become one of the focuses of the traffic control department in recent years.

  In Beijing, the illegal behaviors of electric bicycle cyclists, such as occupying roads, running lights, and not wearing helmets, have become one of the important tasks for traffic police to investigate and deal with traffic violations.

Data shows that from May to July 2019, Beijing penalized more than 230,000 illegal behaviors of electric bicycles such as retrograde, running red lights, and walking on motor lanes, an average of about 3,000 per day.

  Since March this year, the Guangzhou Traffic Police has investigated and dealt with 301,000 cases of traffic violations involving electric bicycles.

Although the Guangzhou traffic control department has been strengthening its efforts to rectify electric bicycle traffic violations, the following set of data still cannot be ignored: In the first half of this year, there were 189 electric bicycle traffic accidents in Guangzhou, with 24 deaths, an increase of 56.2% and 14.29% year-on-year respectively. .

In response to problems such as many electric bicycle users and many hidden safety hazards, in recent years, relevant national ministries and commissions and various parts of the country have adopted various measures to continuously strengthen governance.

  Since April 15, 2019, my country's new mandatory national standard for electric bicycles "E-bike Safety Technical Specifications" has been formally implemented.

In order to implement the new standards, the State Administration for Market Regulation, the Ministry of Industry and Information Technology, and the Ministry of Public Security jointly issued the "Opinions on Strengthening the Implementation and Supervision of the National Standards for Electric Bicycles", which involves the production, sales, registration, passage, lease operation, and parking of electric bicycles.
