• In his speech on November 9, Emmanuel Macron announced that from December 15, people over 65 eligible for a third dose of vaccine who do not recall, would see their health pass lose its validity.

  • Before and after the announcement, appointments for a booster dose jumped on the Doctolib site, which recorded nearly 149,000 in one day.

  • Has Emmanuel Macron already won his bet?

Tuesday evening, Emmanuel Macron addressed the French for the ninth time since the start of the Covid crisis.

The Head of State announced a battery of measures to try to curb the new epidemic wave which, after having struck many European countries, seems to be arriving in France.

Among these measures, the most anticipated concerns the vaccination booster campaign, which has taken a long time to come.

Doctolib, however, recorded a peak in vaccine appointments during the speech.

Successful bet for Emmanuel Macron?

What new restrictions have been announced for the 3rd dose of vaccine?

If Emmanuel Macron on the one hand opened the vaccination for a third dose to those over 50, he also announced certain possible sanctions for those to whom this reminder has already been open since September.

Indeed, from December 15, people over 65 who received their last dose of vaccine six months and five weeks ago and who have not received their booster dose will have their health pass deactivated.

Living in the same boat as unvaccinated people, they will then have to present a negative screening test within 72 hours to go to the cinema, go to a restaurant or take the train.

How many people are today affected by this future restriction?

According to data published by Public Health France, more than 3.19 million French people over the age of 65 received a third dose of the vaccine on November 8.

According to CovidTracker, the figure rises to 3.5 million people who have received a third dose, all populations confused.

However, according to figures from the Ministry of Health on November 4, approximately 7.7 million French people were eligible for this booster dose.

Based on these two figures, this means that only 45.4% of French people eligible for this booster went to be vaccinated.

Note that the percentage varies considerably depending on the age group.

Public Health France notes that 37.3% of the total population aged 75-79 received their third dose, against 4.4% for those aged 65-68 or 34.6% for those over 80.

Was Emmanuel Macron's announcement effective?

It is clear that the speech of the President of the Republic created a small electric shock among those who dragged their feet to go for a new dose of vaccine to be injected.

"Nearly 100,000 appointments for a booster dose were taken between 8 p.m. and 9 p.m., just after Emmanuel Macron's speech," confirms Doctolib.

"In total, 149,000 appointments were made for a booster dose during the day" of November 9, adds the platform which rather recorded averages around 35,000 daily appointments over the past three weeks, with peaks at 50,000 daily bookings in the best cases.

According to Doctolib's graphics, we can also notice that even before Emmanuel Macron spoke, some had anticipated the announcements and wanted to avoid traffic jams.

96,400 appointments for a booster dose were thus taken on November 8, the day before the speech.

Is it enough to catch up?

These figures are quite far from the million reservations that had been made after the announcement of the implementation of the health pass this summer by Emmanuel Macron and the vaccination campaign that followed. But the number of people concerned is also less. Currently nearly 4.9 million people over 65 eligible for the vaccine booster have not received it. This number is gradually increasing each week with new people whose last vaccine was more than six months old. But in two days, 245,000 French people will already receive their third dose of vaccine. If appointments continue at this sustained pace, the recall campaign could soon catch up.

However, the threat of losing the validity of their health pass may not be a lever for some eligible people.

Last Friday, Prime Minister Jean Castex assured that "1.3 million over 65 of our fellow citizens have not yet received a dose" of vaccine.

The latter therefore already seem to cope very well with a life without a health pass validated by vaccination.
