Well-known experts, scholars, legal institutions and business representatives from the legal profession gathered together to discuss high-quality promotion of the construction of the Central Legal Affairs District in the Maritime Silk Road and create a modern international Highland of the rule of law.
[Explanation] On the same day, Yin Li, Secretary of the Fujian Provincial Party Committee and Director of the Standing Committee of the Provincial People's Congress, and the guests jointly launched the "Haisi Central Legal Affairs District·Cloud Platform".
Yin Li also awarded Xiamen City the plaques of "HaiSi Central Legal Affairs Zone" and "HaiSi Central Legal Affairs Zone Free Trade Pilot Zone", and issued appointment certificates for the first batch of expert consultants from the Haisi Central Legal Affairs Zone.
[Explanation] According to reports, the construction of the Maritime Silk Road Central Legal District is a deep integration of the Fujian Provincial Party Committee and the Provincial Government into the joint construction of the "Belt and Road", building a new higher-level open economic system, continuously optimizing the business environment, and developing modern service industries. It is an important measure to build a first-class business environment under the rule of law, build an internationally influential and world-renowned rule of law innovation platform, and form a multi-functional modern rule of law innovation zone.

[Explanation] Many experts at the conference believe that the Maritime Silk Road Central Legal Affairs District is a gateway to reform and opening up, which helps to explore multiple mechanisms for dispute resolution. Based on Xiamen’s location advantages, it can participate in maritime fields involving marine transportation, nature protection, and marine industry. In the formulation of the new rules, it has formed its own advantages and provided China with more institutional and practical wisdom in advancing the construction of the “Belt and Road”.
