Hong Kong strongly promotes "Travel with peace of mind" scan code, Chief Secretary for Administration Li Jiachao: It is related to the government's control of the epidemic, and no one should fail to abide by the relevant rules.

[Global Times reporter Ye Lan] It has become the basic consensus of Hong Kong society to resume customs clearance with the mainland as soon as possible.

To this end, the Hong Kong Special Administrative Region government has aligned with the mainland's epidemic prevention standards, and the mandatory use of "travel with peace of mind" in some locations is one of the measures.

However, in the process of implementation, Hong Kong society still encountered certain resistance.

Individual civil servants actually used fake procedures

Hong Kong stipulates that starting from November 1st, you must scan the "Travel with peace of mind" QR code to enter the SAR government buildings and facilities, the Hospital Authority headquarters and the administrative building of public hospitals, the Legislative Council complex, the court building, the police headquarters and the police station. ; Persons under the age of 12 and over 65, persons with disabilities who have difficulty using "Travel with peace of mind", or certain persons specified by the organization are exempted, and they are allowed to fill in forms instead, and they must show their identity documents for verification.

According to a Hong Kong "Oriental Daily" report on November 2nd, on the first day of implementation of the above regulations, the situation was generally good.

However, at 9 am on the 1st, the staff of the Immigration Department of the Wan Chai Immigration Building discovered that four men and a woman entered the building suspected of using a false "travel with peace of mind" procedure, so they reported to their superiors. Five people were arrested for the crime of false documents, and the case was handed over to the Wan Chai Police District Crime Squad for follow-up.

According to the report, this fake program called "Go Home with Peace" has the same thumbnail screen and layout as the real program. The biggest difference is that the fake program cannot press "X" to return to the previous login page and set There are only 10 hours to choose from for the automatic leaving time, while there are 24 hours for the automatic leaving time of the real program.

What makes Hong Kong society even more angry is that three of the people involved in the case were actually civil servants.

The Chief Secretary for Administration Li Jiachao said that "traveling with peace of mind" facilitates the government's control of the epidemic, and no one should fail to abide by the relevant rules. It is even more unacceptable if civil servants are involved.

Barrister Lu Weixiong stated that possessing, using and reposting false "Travel with peace of mind" procedures may involve the crime of false documents; if making false "Travel with peace of mind", it may also involve the crime of making false documents. Both are liable to a maximum sentence of imprisonment14 year.

Someone deliberately discredited "travel with peace of mind"

"Travel with peace of mind" was launched in November last year and has played a certain role in raising public awareness of epidemic prevention and assisting in tracing confirmed cases.

However, even though it adopts a voluntary principle and has no tracking function, it is still discredited and resisted by some people. They either fill in the information indiscriminately, or use fake procedures to fool through, which has greatly reduced the effect of "traveling with peace of mind".

The police issued 85 fixed penalty notices and 14 prosecutions in October for scanning the QR code or registration information for "Travel with peace of mind."

The Office of the Privacy Commissioner for Personal Data stated that "Travel with Peace" does not have a location tracking function, nor does it collect user global positioning system data, so it does not have a function to track the user's whereabouts; and there is no need to register any personal data when downloading, and does not involve the collection of any personal privacy. ; The travel record is only stored in the user’s mobile phone and will not be stored in any government system. The travel record will be automatically deleted after 31 days.

Tang Jiahua, a member of the Executive Council, said that despite the chaos and governance in Hong Kong, there are still undercurrents. Some even threatened that "you will not travel with peace of mind when you die" and that the government will need a long period of patriotic education.

In September, after a meeting between the Hong Kong government and mainland experts on customs clearance in Shenzhen, they frequently proposed new measures to tighten the anti-epidemic arrangements. One of them is to force people entering government buildings and facilities to use "safe travel."

On November 2, the Hong Kong Productivity Council announced that in order to comply with the government’s anti-epidemic policy, all employees, contractors, trainees, visitors, and the public must use "Travel with ease" to enter the Kowloon Tong Productivity Building in order to strengthen Hong Kong’s Anti-epidemic barriers to prepare for the resumption of customs clearance with the mainland or cross-border travel in the future.

Liang Zhenying, vice chairman of the National Committee of the Chinese People's Political Consultative Conference, stated that there must be compulsory thinking in emergency, and the epidemic prevention and anti-epidemic measures that facilitate customs clearance must be compulsory in order to fully cover and plug loopholes.

He bluntly said that there can be no consensus among the people on formulating epidemic prevention and anti-epidemic measures.

He Boliang, director of the Center for Infection and Infectious Diseases of the University of Hong Kong, believes that for customs clearance with the mainland, the current “travel with peace of mind” can only track entry and exit to government premises, which is inconsistent with the mainland’s requirements. The tracking scope must be extended to more indoor places, such as shopping malls, Supermarkets and so on.

Legislative Council Member Tian Beichen revealed on the 2nd that the SAR government will soon stipulate that diners entering category B restaurants with a maximum of 4 people at each table must use "Travel with peace of mind" and can no longer register data by themselves.

On the 2nd, Hong Kong added two new imported cases.

The only way to resume customs clearance with the mainland

A survey published by the Hong Kong Research Association on the 2nd showed that if you want to travel to the Mainland without quarantine in the future, immigrants must use a "customs clearance code" with automatic tracking function, and 50% of the respondents accept it.

In addition, if the SAR government arranges for the citizens to receive the third dose of vaccine, 58% of the people said they "will definitely" and "most will".

The Deputy Government Chief Information Officer of the Office of the Government Chief Information Officer, Huang Zhiguang, revealed on the 2nd that the latest number of downloads of "Travel with Peace" is about 6.28 million.

Wang Shuyun, vice chairman of the Hong Kong Tourism Professional Alliance, wrote in an article that although the SAR government has launched multiple rounds of relief measures, the tourism industry has always believed that resuming customs clearance with the mainland as soon as possible is the only way to save the tourism industry.

Huang Jinhui, honorary chairman of the Hong Kong Information Technology Federation, said that the "tracking function" touched the nerves of some Hong Kong people, but "this idea is a bit unreasonable." In real life, many smart applications have similar functions, such as telecom companies. The whereabouts of smartphone customers can be known every second, and travel records are also left when citizens use Octopus. However, most citizens are happy to accept these services.

He said that Macau has launched a health code that connects with the mainland. Therefore, despite the recent outbreak of the epidemic in the region, the government can quickly control it. Therefore, Zhuhai allows local citizens to resume inspection-free customs clearance with Macau. Strive to be consistent with the mainland's prevention and control requirements, and it is absolutely not appropriate to set up another set of methods."

Some Hong Kong media commented on the 2nd that effective tracking of infected cases is the key to the successful fight against the epidemic, and it is also the only way for Hong Kong and the mainland to resume customs clearance and normal life. After the target is identified, interference should be eliminated and resolute implementation.
