Around a million young people are today in France without employment or training.

Impossible for the government, in the pre-election period, to leave them on the side of the road.

But there is no question of setting up a young RSA, which the government has always opposed, fearing that it will introduce a logic of assistantship.

After months of reflection, Emmanuel Macron therefore announced on Tuesday the launch, on March 1, 2022, of a “Youth Engagement Contract”, which will replace the “Youth Guarantee”.

This device represents an investment of 2.6 billion euros.

What are the conditions to benefit from it?

You must be under 26, have no training or employment for several months.

This does not mean that if you have a diploma in your pocket, such as a CAP or the bac, you cannot have access to it.

If you have struggled to find a job for several months, you are fully eligible for the device.

Several charities and youth organizations have denounced the restrictive accessibility conditions of this device.

"Concerning the students, nothing is done, nothing is announced", criticized the president of the UNEF, Mélanie Luce.

How can this device allow you to better integrate yourself?

On the program: 15 to 20 hours minimum of activities per week, for a period of 6 to 12 months. And this contract can be extended to 18 months if you are far removed from the job. These activities depend on your profile, so it can be a qualifying training, a second chance school, a civic service, a CV workshop, interview training, an internship in a company, an apprenticeship or professionalization contract, a pre-apprenticeship… Throughout your contract, you will be accompanied by a referent (a local mission or Pôle Emploi advisor). You will be able to communicate with him regularly via an app. And it will not let go of you until you are permanently inserted.

This panel of activities can allow each beneficiary to strengthen their self-confidence, but also to redefine their professional project.

Still, for some associations, the duration of the device is too short.

“A quick exit shouldn't be the ultimate goal of a device.

On the contrary, for the most excluded young people, these time limits are anxious ”, estimates ATD Quart-Monde.

What financial compensation will you receive?

It will not be systematic. It will be granted to you if you are separated from your parents for tax purposes or if the latter are not taxable. In these cases, you will receive an allowance of up to 500 euros. But if you are fiscally attached to your parents and they do not pay a lot of taxes (that is to say if they are part of bracket 1), you will receive an allowance of 300 euros per month. If you already have income (unemployment benefit, for example), your allowance will be calculated accordingly, so that the total is limited to 500 euros per month.

But beware: this contract is subject to an attendance obligation. If you do not attend the activities planned for you, you will be forced to leave the scheme and you will no longer receive the planned allowance. "It is a logic of rights and duties", explains Matignon. Financial assistance decried by many: "With 500 euros, we do not live, we survive," commented Antoine Dullin, president of the youth integration commission at the Youth Policy Orientation Council. Same story with Paul Mayaux, president of the Fage: "No consideration for precarious young workers, young graduates ... A minimal amount of aid and efforts simply complementing already existing systems, without creating new rights today, yet so essential, ”he said on Twitter.

What is the difference with the Youth Guarantee?

Admittedly, this contract of engagement is very similar to him.

But it will be "much more intense", according to Matignon.

Because the Youth Guarantee offered support only during the first 6 weeks, while the new system provides for it from start to finish of the contract.

It also aims for more business immersion: interim assignments, internship ... "We are going to call on business clubs already mobilized for the" 1 young person, one solution "plan," says Matignon.

Another difference: the Youth Guarantee was only managed by the 1,400 local mission sites, where the employment contract will also be managed by 900 Pôle Emploi agencies or local associations specializing in integration.

Finally, the ambition is not the same because in 2021, 200,000 young people were to benefit from the Youth Guarantee.

The government is aiming for double with the new device.

He also hopes that this support contract will be more effective than the Youth Guarantee.

After this, 35% of young people found a job directly, and 50% after six months.

How many young people will be helped through this device?

As has been said, the government has set itself an ambitious objective from the first year of implementation of this device: at least 400,000 young people in 2022. The difficulty will be to convince those most in need to get involved.

For this, the government will forge partnerships with sports clubs, neighborhood associations, social landlords, who will be responsible for reaching out to these young people.
