Zhao Jingwen, former member of the party committee and executive director of China CITIC Group Co., Ltd., was sentenced in the first instance of bribery and corruption case
On the morning of September 18, 2021, the Intermediate People’s Court of Changsha City, Hunan Province publicly sentenced Zhao Jingwen, a former party committee member and executive director of China CITIC Group Co., Ltd., on bribery and embezzlement, and sentenced the defendant Zhao Jingwen to 15 years’ imprisonment for accepting bribes. He was fined 3 million yuan; he was sentenced to four years imprisonment for corruption and a fine of 200,000 yuan. He decided to carry out a fixed-term imprisonment of 18 years and fined 3.2 million yuan.
The investigation found that from 2000 to 2014, the defendant Zhao Jingwen successively used the convenience of being a member of the party committee, deputy general manager, and executive director of China CITIC Group Co., Ltd., and chairman of CITIC Eco-Environmental Technology Development Co., Ltd., in the project Provide assistance to the trustee in terms of acquisition, project contracting, job transfer, job promotion, etc., and illegally received more than 191 million yuan in cooperation with others or alone, of which 93.75 million yuan was not obtained, and the personal acquisition and due share of 20.49 million yuan, actual possession 5.49 million yuan; from 2007 to 2013, Zhao Jingwen successively took advantage of his positions as deputy general manager and executive director of China CITIC Group Co., Ltd., chairman of CITIC Travel Co., Ltd., and chairman of CITIC Honghe Industrial Development Co., Ltd. After the public funds were used to forge project contracts and use false bills to settle accounts, a total of more than 1.04 million yuan was embezzled.
The Changsha Intermediate People's Court held that the defendant Zhao Jingwen's behavior constituted a crime of bribery and corruption.
In view of the fact that Zhao Jingwen’s initiative and subjective viciousness in joint bribery crimes are not yet prominent, the amount of bribes actually obtained is small; he can truthfully confess his crimes after he arrives in the case, and proactively confess the facts of corruption and part of the bribery that are not yet known by the case handling agency. Surrendered, pleaded guilty, repented, actively returned the stolen money, and all the stolen money has been recovered. There are statutory and discretionary light punishment circumstances, and the lighter punishment can be imposed in accordance with the law.
The court then made the above verdict.
