The marine ensemble has become the stake of increased international competition.

International law has failed to achieve practical equality between states, instead shifting inequalities to the benefit of coastal states rather than maritime powers.

However, the coastal States are far from all having the means enabling them to fully exercise their powers, and the public order of the seas is deficient.

Seas and oceans are increasingly vulnerable spaces.
