The headquarters of Xiamen City, Fujian Province's response to the new crown pneumonia epidemic issued a notice on September 18.
The residential communities (villages) of Xiamen implement closed-loop management.
According to the current actual situation of Xiamen City’s epidemic prevention and control, and in accordance with the provisions of the "Law of the People's Republic of China on the Prevention and Control of Infectious Diseases" and "The Law of the People's Republic of China on Emergency Responses", the relevant matters are hereby notified as follows:
1. The city's residential communities (village) implement closed-loop management. Residents of this community (village) can enter and exit with valid certificates of the community (village); outsiders are not allowed to enter the community (village) without approval.
Except for anti-epidemic vehicles, vehicles that transport daily necessities, and special vehicles such as ambulance, fire fighting, rescue, environmental sanitation, and police vehicles, other foreign vehicles are prohibited from entering or leaving the community (village).
Express delivery, takeaway, etc. implement "contactless" delivery, and the items are placed in a designated storage place in the community (village).
Suspend the construction of various projects in the community (except for emergency repairs such as water, electricity, gas, elevators, etc.).
The community where there is no property is responsible for the management and control of the entrance and exit of the community, which can be organized by purchasing services or arranging volunteers.
2. The general public is invited to stay at home consciously and not go out unless necessary, and advocate flexible working methods such as home office and flexible work.
Effectively strengthen self-protection and wear a mask when going out.
People who have symptoms such as fever, cough, fatigue, decreased sense of smell and taste, nasal congestion, runny nose, sore throat, conjunctivitis, myalgia, diarrhea, etc., should go to the fever clinic of a medical institution as soon as possible or dial 120, and strictly wear a mask on the way. Avoid taking public transportation.
3. Each community (village) should carry out a pull-net type of residents' health screening, so as to "not miss a household or leave one person". If a fever is found, call 120 for medical treatment as soon as possible.
Residents must cooperate unconditionally in epidemiological investigations in accordance with the law, and must not conceal medical history, close contact history, or evade isolation medical observation.
Implement the main management responsibilities of operators such as rented houses, hotels, inns, and homestays (including online-booked homestays). If abnormal conditions such as fever or cough are found in personnel, they should be reported to the community (village) where they are located immediately.
4. All sub-districts (towns) and communities (villages) should do a good job of living security, material distribution, medical treatment, psychological counseling, and humanistic care for residents in enclosed and controlled communities.
Strengthen the care for the elderly, the weak, the disabled and other groups, earnestly provide service guarantees, and earnestly solve the needs of life.
5. During the epidemic prevention period, clean and disinfect the community (village), sort garbage, and harmlessly dispose of discarded masks, and carry out no less than twice a day in key public areas such as elevators, halls, and aisles.
6. Postponement of "red affair" and brief "funny affair" will be implemented, and the farewell service of the funeral home will be suspended.
"Funny matters" need to be reported to the neighborhood (village) committee for the record in advance, and the neighborhood (village) committee will designate a person to participate in the entire management of the activity.
7. All sub-districts (towns) and communities (villages) should make full use of mobile phone WeChat, text messages, broadcasting and other methods to strengthen the publicity of epidemic prevention and control policy knowledge, so as to know everything.
All units and personnel in Xiamen shall strictly abide by it, and those who violate the provisions of the notice shall be held accountable in accordance with the law.
This notice shall be implemented from the date of issuance.
