  Recently, the seventh inspection team of the eighth major inspection of the State Council went to Nong'an County, Changchun City, Jilin Province to conduct open and unannounced visits and found that the manure conversion center and some village-level manure collection centers in the county are still idle and wasteful, and there is still a large amount of livestock and poultry manure. Stored at village entrances and roadsides, some even pile up in large quantities, occupying and polluting farmland, seriously affecting the rural human settlement environment and the benefits of the central government's special funds.

The center is idle, and the financial fund of more than ten million yuan has not exerted its due benefits

  In January 2020, Nong'an County completed the construction of a village-level manure conversion center for pigs in Chengjiatuozi Village, Halahai Town, a village-level manure conversion center for pigs in Chaigang Village, Halahai Town, and a village-level manure conversion center for pigs in Xiadianzi Village, Gaojiadian Town. Three village-level pig manure conversion centers, including the Pollution Conversion Center, invested 1,191,700 yuan, all of which were the central agricultural production development funds.

  However, the inspection team found that weeds grew in the courtyard of the manure conversion center in Chengjiatuozi Village, and there were many debris piled in the production plant. The conversion center was obviously not in normal use. The number on the general electricity meter on the site told the inspection team. The manure conversion center has only used 5 kilowatts of electricity since its completion; similarly, there is no pig manure and other raw materials in the manure storage yard of the manure conversion center of Chaigang Village, and the production workshop is empty. A similar situation exists in the manure conversion center.

  In addition to the above projects, Nong'an County has also spent more than 14 million yuan to build 111 individual manure collection centers covering an area of ​​180 square meters in each village. The project has been completed and accepted in 2019.

However, the five manure collection centers randomly selected by the inspection team have been idle for a long time.

  The inspection team walked into a manure collection center in Linjia Village, Kai'an Town, Nong'an County. It was covered with weeds and was obviously abandoned for many days. There was a thin layer of "aged manure" that had been left unexplained.

  The inspection team interviewed the Agricultural and Rural Bureau of Nong'an County, which is responsible for the construction and operation of the collection center. It was learned that the manure collection center has been established for two years, but the manure collection, transfer, and treatment mechanism has not been established. Most manure collection None of the centers have achieved their due benefits.

Propaganda is not in place, site selection is unreasonable, and manure is still piled up at will

  In contrast to the empty waste collection center in the village, the inspection team saw it in some villages such as Xuma and Liujia Villages in Kai'an Township, Nong’an County, Xiadianzi Village in Gaojiadian Township, and Chengjiatuozi Village in Harahai Town. Large amounts of pig dung and cow dung were piled up at the entrance of the village and on the roadside.

As soon as the inspection team entered Xuma Village along the Hun-Wu Line, they saw excrement piled up on the roadside, emitting foul odors under high temperature; on both sides of the door of a farm in Liujiacun, there were piles of excrement. A large piece of dung, the pit was filled with a lot of dung soup, mosquitoes and flies raged on it, and the smell was stale, which seriously affected the lives of the villagers.

  The inspection team also found that even individual farms piled pig manure and chicken manure directly in farmland.

  Just tens of meters away from the farmland to the east of the manure collection center in Linjia Village, Kai'an Town, there is an area where a large amount of livestock and poultry manure accumulates. The area is filthy, and the manure sewage flows directly into the river along the line without any treatment measures.

The water flow in the river is obviously black, with foaming odors, which seriously pollutes the irrigation water source of the surrounding farmland, and some crops such as corn that have been in contact with manure have died.

According to villagers’ reports, this place has existed for two or three years, and the neighbourhood is unpleasant. Whenever you pass by the road, it’s hard to breathe, which seriously affects the lives of residents.

  Why are the large number of manure collection centers and transformation centers built with huge amounts of money left idle?

  The inspection team sent members to visit the local villagers. Some villagers said that they “do not know where the government-built manure collection center is”.

However, some villagers knew the location. When asked why they would pile the dung on the side of the road if they knew the location, a villager in Xuma Village said: “The dung collection and transformation center is too far away, and the roads are not good. If you go, you have to transport it to the transformation center and convert it into fertilizer, and then you have to spend your own money. The fertility after the transformation is the same as the effect of retting the manure at home.

  Therefore, even if they know the location of the manure conversion center, the villagers still have no incentive to send the manure to the conversion center to be converted into fertilizer.

Lease the transformation center to fertilizer companies for free, and there is a risk of loss of state-owned assets

  After preliminary understanding of the situation, the inspection team switched from unannounced visits to public inspections in Nong'an County.

In May and July of this year, the Xiadianzi Villagers’ Committee of Gaojiadian Town, Nong’an County and the People’s Government of Halahai Town signed agreements on the treatment of livestock manure with Changchun New Sunshine Fertilizer Co., Ltd. and Changchun Jixing Fertilizer Manufacturing Co., Ltd. , The above-mentioned two companies lease and use the manure conversion center free of charge.

  The inspection team found that the free leasing did not have any practical effect. Some manure conversion centers have even become enterprises’ sundries warehouses. Some manure conversion centers’ trucks and forklifts have been embezzled by enterprises for other purposes, and state-owned assets exist. Risk of churn.

  In response to the problems discovered by the inspection, the inspection team conducted in-depth discussions with the Changchun City, Nong'an County governments, relevant departments, and villages and towns.

  Changchun City and Nong'an County stated that they will accept all the problems found in the inspection, increase political positions, and face up to the problems of "building but not using" manure collection and conversion facilities, and the unsound and unscientific treatment mechanism, and quickly form special work classes. Study and formulate a practical and feasible rural manure collection and transfer management mechanism, effectively change the current situation of the problem, and steadily promote the improvement of rural human settlements and the protection of black soil.

  In this regard, the inspection team recommends: First, ask the local government to conduct an in-depth investigation of the relevant situation of rural manure collection and transformation, combine the local reality, study and formulate practical rectification work plans, propose targeted solutions and implement them.

The second is to request the relevant departments to strengthen the supervision of the treatment and discharge of pollutants from livestock and poultry breeding, to treat and repair the heavily polluted areas, to ensure the rehabilitation of contaminated farmland, and to effectively protect the ecological environment.

The third is to establish and improve the supervision and management mechanism for the use of fiscal funds, strengthen the prior, during, and afterward management of government investment projects, and effectively improve the efficiency of fiscal funds to ensure that people's livelihood projects are truly beneficial to the people.
