On September 8, Liu Qiang, deputy director of the Beijing Municipal Service Bureau, introduced at a press conference held by the Information Office of the Beijing Municipal People’s Government that during the "13th Five-Year Plan" period, Beijing’s municipal services had made breakthroughs, streamlined administration and delegated powers and advanced administrative approvals. The items were streamlined by 51%, the application materials were reduced by 74%, the processing time limit was reduced by 71%, 311 certificates were cancelled, 300 intermediary service items were cleared and standardized, and the average number of runs for municipal administrative licensing items was reduced from 1.5 to 0.16.

Government service methods have been continuously optimized. More than 96% of city-level government service items are stationed in government service centers, and more than 96% have been accepted without distinction under the "one window".
