The Macao Special Administrative Region Government stated that the "Overall Plan" is a major deployment of the central government to support the moderately diversified economic development of Macao and enrich the practice of "One Country, Two Systems", injecting new impetus into Macao's long-term development and creating new opportunities.

The Macao Special Administrative Region government pointed out that the construction of the Hengqin Guangdong-Macao in-depth cooperation zone is a key measure for the in-depth implementation of the "Guangdong-Hong Kong-Macao Greater Bay Area Development Plan", an important deployment for comprehensively deepening reforms and building a new higher-level economic system, which is conducive to growth. The livelihood and well-being of the vast number of residents of the Macao Special Administrative Region will help the Macao Special Administrative Region maintain long-term prosperity and stability and better integrate into the overall development of the country.
The "Overall Plan" clarifies the "one main line", "four strategic positioning" and "four main tasks" of the cooperation zone. Hengqin Development has entered a new stage of comprehensive cooperation between Guangdong and Macao, consultation and joint construction, and co-management and sharing.
The Macao Special Administrative Region Government stated that it will actively promote the construction of the Hengqin Guangdong-Macao Intensive Cooperation Zone with the Guangdong Provincial Government and the Zhuhai Municipal Government under the guidance of the Central Government and in accordance with the requirements of the "Overall Plan".
