Recently, a hotel in Shapingba District of Chongqing failed to receive minors in accordance with the "five must" requirements and was ordered to rectify within a time limit. This was also the first punishment case against a hotel for failing to register minors’ information in accordance with regulations.

  On September 3, the police from the Yubei Road Police Station of the Public Security Bureau of Shapingba District issued a "Notice of Ordering the Rectification of Public Security Hazards within a Time Limit" to the hotel.

The reporter learned that when the hotel received an underage girl a few days ago, it did not follow the "five must" requirements to inquire about the contact information of parents or guardians, and did not record it for future reference.

  According to the police, the newly revised "Law on the Protection of Minors" stipulates the safety protection obligations of hotels, guesthouses, hotels and other accommodation operators in receiving minors.

The Ministry of Public Security puts forward the "five must" requirements for hotel operators to receive minors, namely: 1. The identity of minors must be checked and relevant information must be truthfully registered and submitted.

2. The contact information of the minor’s parents or other guardians must be asked and recorded for future reference.

3. It is necessary to inquire about the identity and relationship of the people living in the same room, and record it for future reference.

4. Security inspections and visitor management must be strengthened to prevent illegal infringements against minors.

5. Suspicious circumstances must be reported to the public security organs immediately, and the minor’s parents or other guardians must be contacted in time, and corresponding safety protection measures must be taken at the same time.
