At 21:05 on July 8, 2020, an explosion accident occurred in the fuse production workshop of Sichuan Guanghan Jinyan Fireworks Co., Ltd., resulting in the death of a fire commander (after his injury, the rescue was invalid on July 22 Died), 3 people were injured, of which 1 was seriously injured, with a direct economic loss of 2.102 million yuan.
At present, all three injured have been cured and discharged after treatment.
Yang Xianlin, the head of the production workshop of Guanghan Jinyan Firecrackers Company, and Huang Chichang, a technician for the preparation of the glue for the fuse, have been investigated for criminal responsibility by the judicial organs in accordance with the law for suspected crimes.
The legal representative, Chai Chang, and the actual controller, Xie Xianggui, are mainly responsible for the management of the accident. The Deyang Emergency Management Bureau will impose administrative penalties on the above-mentioned personnel or revoke the safety production knowledge and management ability assessment certificates.
Guanghan Jinyan Firecracker Company is responsible for this accident. It is recommended that the Deyang Emergency Management Bureau impose administrative punishment on it according to law, and include it in the joint punishment target and "blacklist" management, and transfer it to the Deyang Public Security Bureau for legal processing .
Wen Gang, Chief of the Hazardous Chemical Safety Supervision and Management Unit of Guanghan Emergency Management Bureau, Liu Yingjian, Deputy Mayor and Director of the Office of the People’s Government of Nanfeng Town, Guanghan City, and Liu Xiaodong, Secretary of the Party Committee of Nanfeng Town of the Communist Party of China, were responsible for the accident. The Guanghan Municipal Supervisory Committee shall give administrative warnings or written warnings, talks and exhortations, and criticism and education to the responsibilities of inadequate supervision.
The violations of laws and regulations by Henan Chuangyue Chemical Company, Hunan Liuyang Hangnan Moisture Resistant Agent Factory and relevant personnel of the enterprise have been transferred to local emergency management departments and public security organs for investigation and handling in accordance with the law.
