Is the back-to-school allowance really used to cover the purchase of supplies and other expenses incurred by a new year in the classroom?

In February, deputies The Republicans had already tabled a bill to change the terms of payment of this allowance, affected by three million households this year.

The idea is not recent: in 2008, a UMP deputy proposed the introduction of “back-to-school purchasing checks”.

The idea was rejected by Nadine Morano in 2010, then Secretary of State for the Family.

Surveys carried out by CAF

However, the two most recent surveys carried out by CAF (see box), in 2002 and 2013, show that families spend most of the amount on school expenses. 

The 2013 survey also shows that 60% of beneficiaries reject the idea of ​​receiving this aid in the form of vouchers.

The 2013 survey was carried out by telephone with a sample of 2,009 ARS beneficiaries and with 308 non-beneficiaries with incomes close to the ceiling.

The 2002 survey was carried out by questionnaire among 25,000 beneficiaries of ten CAFs.

10,197 questionnaires were used.
